Soon I’ll mint dosh and become honourable

          After lecturing the Bungas of Bunguu la Katiba in Dom on how to do away from the bottleneck and found that they didn’t get it, I’ve nary thrown towel in. Like Jake Kiquette who’s soldiered on with turning CA tipsy turvy, I used all of my savvy in constitutional law to no avail. I laid down facts that cut through CcM’s fictions that three-tier govt’ll bury the union. Again, the sycophants, gung-ho and honchos of CcM didn’t get it.  Methinks you heard it. Some goons went as far as threatening others involving army takeover. Others used the army in a very bad light such as saying that the union celebrations were not for the union but for the army to showcase its bullying might. Acheni sanaa na vitisho. The army belongs to wananchi not walanchi.
 Some guys advised me to use my knowledge just like another Prof Ishia Shivji who’s hired by ruining party. I refused to make myself cheap like a prostitute,running with the hare and hunting with the hounds to have awesome time and dosh. Swahili sage’s it that glutton’s no friends neither does he have ethics but deals. My friend Prof Shivji, are you there?  What’s wrong with using one’s head to feed the tummy? Again, it is honourable for a person to have a heart in this situation.
I propose in my lecture that controversial union’d be scrapped. After finding that this was unacceptable I decided heart and soul to join them in the biz of minting and printing dosh in Dom. Differently from Shivji who I’m not intending to diss, I’m not hiding behind books or being ready to be abusively used by uncouth guys clinging unto ulaji even if they’ve become politically moribund and bankrupt. I declare that I’m going to Dom to make a killing. This move won’t change anything, if anything, regarding my stand of one state one govt. I repeat. I’ve decided to mint easy money in Dom.
If truth be told, let be known that I was motivated by the fact that you don’t need to think in Dom in order to make money. You don’t need to toil or boil your head to make dosh. You just display your ability in the game of unreasoning and abusing. If you’re good at unleashing salvos, innuendo, satire, abuses and lies, you surely will make a killing.
Let me do some rehearsals of how I’ll fire my weapons of mass humiliation. I’ll say, “Look at him. Fyata mkia before I destroy your pumpkin-like head. How dare you tell me to hide my tail? Go tell it to your mother. Don’t you know I’ve already erected my tail and I have given birth to three kids?”
To prove that I’m a maven, I’ll employ even French abuses, “Vous etes imbeciles comment les vaches et les camions et les escargots et quelque chose dans le pays. Vous etes les voleurs politique que je vais frapper moi-meme.”  I’m sure such French heavy abuses will paint me as a very capable politician. My abuses will hold water and entice the cabala of high and mighty that’s proved to have a heart of stone. I won’t tell them to have a heart for fear of denying me yum yum. I’m quite sure. I’ll even dwarf Mr.F*ck you aka Pita Serukamba. No doubt. My lampoons and insinuations will enable me to garner a lot of dosh.
Nowadays mipashoz pay more than taarab itself. After all you don’t need to have the whole crew of guitarists, drummers, cymbalists of all sorts and whatnot. You just need to open your mouth and make sure foams come out. So to, you need a mob of table bangers and that’s all.
Little bird told me that if I found that mipashoz don’t steal thunder; I’d apply lukuvism or Kombaism if not Kiquettism. You just issue threats of all sorts to see to it that you get away with it.  
I discovered that sitting and yelling allowances have been resumed through the back door. Those cheering my mipashoz will be paid dearly to see to it that we create many conflicts in order to lengthen the Bunguu la Katiba and make more dosh. I’m intending to form UKULA to challenge UKAWA. In Nyasa parlance this is known as delay techniques. You allege far-fetched and half-baked stuff. Once you find that they doubt you, just swear by licking your nose or calling all names of the great great great great grandma.
So too, I’m intending to go with my memsahib who is good at firing insults to me. Why’d she spoil her salvos and raise my pressure while she can sell them to the Bunguu la Katiba and make a killing?
 Given that the high and the mighty have proved to be good bugaboos of all hullabaloos, why’d I go and entertain them and make dosh? To get away with it I’ll take on Jose Waryuba so that I can be noticed like those who used him to become famous pointlessly. I’m leaving for Dom. Again, jokes aside, this way we’re destroying our own hunk with our own hands, hearts, minds and selfishness. Boozers need a new constitution not constipation and mipashoz.

Kijiwe chalaani vitisho ufujaji na urushi

BAADA ya Joni Kombo kuchafua hewa kwa kutishia kwenda msituni kupigania upuuzi, kijiwe leo kimekaa kama kamati ya kulaani upuuzi huu.

Pia kinalaani kauli mbili za Njaa Kaya za kudai kuwa maadhimisho yaliyopita ya muunganiko yalikuwa ni kwa geshi kutishia wachovu na ubabaishaji na ufujaji wa njuluku za umma zilizotumika kwenye ushufaa uchwara wa maadhimisho ya vitisho.
Mpemba anaingia akiwa anavuta tasbihi yake huku akiwa amenuna kama vile ameletewa habari mbaya. Analianzisha, “Yakhe mmesikia hizi tambo baada ya mipashoo ya wajivuni na walevi wa madaraka?”
Kapende anadakia, “Kaya hii ni ya tambo, mipasho, ubabaishaji, mitusi na michosho. Unaongelea tambo na michosho ipi au ni ile ya Bunguu la Katiba?”
“Yakhe hiyo mipasho ya Bunguu la ulaji tushaichoka kiasi cha kuizoea hata kama yakera wallahi. Mie naongelea hii mpya ya Joni Kombo kusema eti atakaenda mwituni kupigania sirikali mbili kama tatu zitapita na ule uongo wa Njaa Kaya kusema eti apewe majina ya wanaoruhusu bwimbwi kupita viwanja vya ndege awashughulikie.” Anajibu Mpemba huku akisogeza kahawa yake vizuri kwenye meza.
Mipawa anadakia, “Huyu tushamzoea. Hana sera wala jipya bali kuishiwa na kutaka ujiko. Hakuna aliponiacha hoi kama hayo madai ya kutaka majina mapya ya wavusha bwimbwi wakati yale ya wauza ameyaatamia miaka nenda rudi.
Kama anataka majina ya wauza bwimbwi akawaulize akina Rei C na mateja wengine anaowatumia kujifanya ana huruma na vijana wakati ameacha waharibiwe na mibwimbwi yao.”
Msomi anampa gazeti Mchunguliaji na kunyaka mic, “The guy is bust and fraught.”
Kabla ya kuendelea mzee Maneno anamuonya, “Msomi lugha hiyo.”
“Samahani. Huwa nikipandisha mzuka naongea ukameruni kuonyesha kuwa nimesoma na si kughushi kama akina Lukuvii na wenzake. Hata mimi kusema ukweli jamaa aliniacha hoi hasa pale alipodai kuwa maadhimisho ya juzi yalikuwa yanalenga kututisha ili tukubaliane na sera mfu za kuimeza Danganyika. Jamaa angejinyamazia afunge virago na kutuachia balaa lake la miaka nenda rudi akimaliza ngwe yake.”
Mijjinga aliyekuwa akizozana na muuza kahawa kwa kumjazia sana anaamua kukwanyua mic, “Wote waseme hata kifutu Joni Kombo naye. Eti anasema atakwenda msituni kudai sirikali mbili.
Kwa nguvu ipi wakati amefura. Kama kwenda msituni ni deal aende gymn akapungeze unono. Hata kuimba kwenyewe hawezi tena zaidi ya kukoroma baada ya kufakamia ulaji na kunona utadhani anataka kujaa kwenye ramani ya kaya.”
Kijiwe hakina mbavu kwa jinsi Mijjinga anavyomkandia Joni Kombo anayetoa mawazo ya kimakombokombo.
Mgosi aliyekuwa kimya akibofya ki-tablet chake kipya anaamua kutia guu, “Hata mimi niicheka sana kusikia eti Joni Kombo naye anataka kututishia nyau kama Ukuvi na Njaa Kaya. Wameishiwa hawa.
Wamemtukana mzee Wayoba na kuishiwa sasa wanaanza vitisho vya kitoto na kijinga. Hakuna kitu kimeniuma hadi nikasusa kushiiki huu upuuzi kama pae Njaa Kaya aliposema eti wanaadhimisha vitisho na si muungano.
Hawa jamaa wana roho mbaya sina mfano. Yaani sisi tinakufa kwa ukapa wao wanafuja mabiiyoni kwenye kututisha! Walaaniwe wote.”
Bi. Sofi Lion aliyekuwa amefura baada ya kumnong’onezea jambo Kanji anaamua kuonyesha unazi wake, “Jamani tuseme mara ngapi muelewe? Hivi kusema kuwa geshi linaadhimisha muunganiko kwa kuonyesha zana na misuli yake ni dhambi hivyo? Mlitaka asemeje iwapo kazi yake ni kulinda kaya?”
“Dada Sofi kubali umeishiwa. Sasa kuonyesha misuli na muunganiko wapi na wapi? Kama hakuwa na la kusema si angejinyamazia kuliko kujivua nguo? Hata hivyo, hatishiki mtu. Hivi mchovu kama Joni Kombo anaweza kumtisha nani iwapo mwenyewe hajiwezi?”
Mijjinga anakwanyua mic tena, “Mie jamaa aliniacha hoi aliposema eti wanamuenzi mzee Mchonga. Wameuenzi kwa lipi wakati wamejilimbikizia mimali ya wizi? Huyu Kombo anadhani mambo yake na alivyotumia pesa ya wamalawi kujipatia shule zake hatujui?”
Kabla ya kuendelea Kanji anaingilia kati, “Sasa Jinga ongopa sana. Veve nadhani kuita shule Bakili Muluzii diyo iba pesa Malavi?”
Mijjinga anajibu, “Kama si pesa ya Maravi kwanini hapana ita shule yake mzee Chonga kama yule gabacholi Saabodo ambaye yeye naenzi yeye kwa kutengeneza juluku. Hii hapana enzi yeye. Nasanifu yeye kama ile toa nishani feki wakati iko fuja zuri yote Chonga naacha.”
Kijiwe hakina mbavu jinsi Mijjinga anavyomuigiza Kanji.
Mpemba anarejea tena, “Wote waongo wallahi. Wawezaje muenzi mzee Nchonga kwa kufuja njuluku zetu huku wakitutishia nyau? Kama vitisho mali, wakawatishe wake na mama zao hatishwi ntu hapa.”
Mgosi Machungi anaamua kuongezea, “Ami hapo umisema. Hatishwi mtu hapa. Mimi nazani tiwabane watiambie ni kwanini wanachezea njuuku zetu kwa kuzitumia kwenye mambo ya hovyo badaa ya mambo ya maana. Hatiwezi kueendeea kufumbia macho upuuzi huu. Wamekuwa wakizurura. Timevumilia. Wametitishia timevumilia. Hili sasa halivumiiki jamani. Tifanye kitu kieeweke.”
Msomi anakohoa kidogo na kunywa kahawa yake na kupoka mic, “Kama alivyosema mzee Waryuba, hawa jamaa wameishiwa hoja sasa wanataka kutumia nguvu kwa kuogopa kuondoshwa kwenye ulaji na kufichuliwa mazabe yao. Waache waendelee kujidanganya. Kila chenye mwanzo kina mwisho. Kuna siku wataishia lupango kwa walivyotuibia, kuchezea na kuibaka kaya yetu.” 
Mchunguliaji anampa gazeti Kapende na kunyakua mic, “Mmesikia kuwa Lukuvii ametimkia ugabacholini kwenda kutibiwa baada ya kijiwe kupanga kumfanyia kitu mbaya? Bahati yake. Asingekimbia, nilikuwa na mpango wa kwenda kumshikisha adabu. Huyu Kombo niachie. Nitamtafuta nimfanyie kitu mbaya sana ili liwe somo kwa wengine.”
Sofi haridhiki, “We acha rongo rongo. Huna ubavu wa kumshikisha adabu mtu. Mkeo mwenyewe anakushikisha adabu.”
Mchunguliaji anaamka kwenye benchi akimwendea Sofi. Anasema, “Ngoja nikushikishe wewe adabu ili ukawaambie walevi wenzako wa maulaji. Siogopi mtu ati.”
Baada ya kugundua kuwa Mchunguliaji hatishii tunaamua kumzuia na kila mtu anaondoka kwa njia yake kuepuka zegele ambalo lingetuletea ndata.

Muungano wa Tanzania ni kama haujawahi kuwapo

MKINZANO, mtifuano hata harakati tunazoshuhudia kwa sasa kuhusiana na muungano vinafichua kitu kimoja: Muungano wetu kama upo au uliwahi kuwapo basi ni wa watawala lakini si wa wananchi. Tuna sababu nyingi za kuamini hivyo.
Ngoja tuanze kwa maswali rahisi japo yanahitaji majibu magum. Kumetokea utata kuhusu uhalisia wa nyaraka za muungano.  Mwanzoni utatu ulikuwa ni wapi zilikuwa hizi nyaraka (articles of Union) ambazo ziliwasilishwa juzi baada ya kusitasita na visingizio vingi toka kwa watawala.
Wapo waliosema kuwa zilikuwa Umoja wa Mataifa. Wengine walisema zilikuwa bungeni bila kuziendea na kuzionyesha.  Mpaka leo baada ya nyaraka husika kuonyeshwa imekuwa vigumu kujua zilipokuwa na ni kwanini ilichukua muda mrefu kuzionyesha?
Wapo wanaosema kuwa hazikuwapo. Hivyo, kusuasua kulikuwa ni kutoa fursa kuzichonga. Je zimewahi kuwapo au ni yale ya waanzilishi kufanya mambo kienyeji?
Aliyekuwa katibu wa Bunge wakati kinachoitwa Muungano kikifanyika Pius Msekwa alisema kuwa hakuwahi kuona hati za maridhiano ya muungano.  
Je hizi tulizoletewa juzi ni nini? Je muongo kati ya Msekwa na waliotuletea nyaraka zenye kutia shaka ni nani? Msekwa alikaririwa na vyombo vya habari kabla ya nyaraka chongwa kuletwa, akisema, “Ana lengo gani la kutilia shaka, ana lengo gani la kusema imechakachuliwa, kinachotakiwa ni hati original ambayo iko ofisi ya Katibu wa Bunge itolewe, kwanini tuendelee kuandikia mate wakati wino upo?”
Hata hivyo, kuna vyombo vya habari vilivyomkariri Msekwa huyu huyu akisema hajawahi kuziona nyaraka husika bila kukanusha. Ukweli ni upi?
Je, hapa Msekwa anamaanisha hati gani iwapo anasema hajawahi kuiona? Na kama anasema hajawahi kuiona hiyo anayosema ina sahihi yake ni hati ya nini na ya lini na ya nini?
Ajabu ya maajabu aliitwa Msekwa huyu huyu ambaye hajawahi kuona hati za muungano kutoa maelezo ya saini yake na ya marehemu baba wa taifa kuhusiana na zinazoitwa hati za muungano!
Hati zipi iwapo mhusika anasema hajawahi kuziona hati za kuridhia muungano? Je hizo zenye saini za kutia shaka ni hati za nini? Na ni nani alizichakachua na kwanini?
Ni jambo la aibu na hatari kwa taasisi kama serikali inayopaswa kufuata na kusimamia sheria na kuaminika kuja na vitu vyenye kuchakachuliwa.  Je serikali ya namna hii bado ina uhalali wa kuongoza?
Kwa namna muungano ulivyofanyika haraka bila ridhaa ya wananchi, kuna uwezekano ukavunjika kirahisi tu. Maana hata wale waliouasisi hawapo tena. Si hilo tu, wakati wa kuwa na muungano wa wananchi umewadia.
Tuanzie pale walipoanzia na kuachia waasisi na kuufanya muungnao wetu uwe wa kisheria na unatokana na kukubalika kwa wananchi. Vinginevyo, mizengwe, uchakachuaji na ubabaishaji havitufikisha popote.
Kwa namna hali ilivyo, kama nyaraka zilizoasisi na kuridhia muungano zitabainika kuwa feki, hata waitwe magwiji wa propaganda na sheria, muungano utaendelea kuwa batili.
Kwa hali hii tatanishi, siku zote kile kilichodhaniwa kuwa ni muungano ni maridhiano ya viongozi wawili tena ya haraka tu. Hata kama muungano ungetimiza vigezo vyote kisheria bado unaweza kuvunjwa, kurekebishwa au kubadilishwa na wananchi kwa sababu muungano si wa watawala bali wananchi.
Viongozi huja na kuondoka lakini wananchi wapo siku zote. Isitoshe kizazi cha sasa siyo kile cha mwaka 64. Wahusika wanapaswa kujua hili.
Kwa maana hiyo kinachoitwa muungano si muungano bali hisia tu. Kwa hali hiyo basi, nchi husika zinaweza kurejea kwenye uhalisi wake kabla ya dhana nzima ya muungano au kuungana upya kama wananchi wataamua iwe hivyo.
Kama wataamua kuuvunja muungano, hakuna haja ya kuwalazimisha hasa ikizingatiwa kuwa kinachoitwa muungano kimekuwa ni migogoro na cha kulazimishwa tu bila kuwashirikisha wananchi wenyewe.
Kama wahusika wataendelea na ngonjera za “hati ni halisi”, Tanzania itabakia kuwa batili na yote yanayofanyika chini yake. Bila kuwasilisha hati halisi za muungano, kila kitu ni batili.
Hivyo basi, hata hili Bunge la katiba litokanalo na mamlaka ya muungano halipaswi kuwapo. Kwani nalo ni batili. Hata Wazanzibari waliopo bara au wabara waliopo Zanzibar wanapaswa kurejeshwa makwao mara moja na kuomba upya kuingia na kufanya kazi huko kwa taratibu za kimataifa.
Kwa hali hii ushishangae tunachokataliwa wananchi wengine wa mataifa yanayounda Jumuia ya Afrika Mashariki kikawakumba watanzania ambao watakuwa chini ya dhana batili.
Akitokea mjanja, (bila shaka wale wanaopinga muungano wa sasa watafurahi na kuuvunja kirahisi), wanaweza kufungua kesi ya kuzuia kila kitu kinachofanywa chini ya muungan, na wanaweza kushinda kirahisi kutokana na muungano kutokuwa na hati ya kuuthibitisha kisheria.
Hata hivyo, kwa sababu Tanzania ni nchi inayoruhusu kughushi huku wananchi wakivumilia jinai hii, huenda kadhia hii itamalizwa kwa kuletwa kwa hati za kughushi na ndipo hapo wahusika watafunika kombe na mwanaharamu akapita.
Hata hivyo, kwa hali tuliyo nayo kwa sasa hilo linaweza kufanya kazi kwa muda. Baadaye wajanja watasimamisha kila kitu kisheria.
Kama hakuna hati halisi, tungeshauri pande mbili ziache ukale. Kwanza, ziutangazie umma uwepo wa hali hii. Pili, zipitishe kura ya maoni kwa pande mbili kuhusu nia ya kuungana au kutoungana.
Kama umma wa pande zote utaridhia, masharti mapya ya muungano yaandaliwe na kupigiwa kura na wananchi. Kuepuka kutumia pesa nyingi, kura mbili yaani ile ya kutaka kujua kama wananchi wa pande mbili wanahitaji muungano au la na ile ya kueleza namna muungano utakavyokuwa zinaweza kupigwa kwa pamoja.
Tumalize kwa kuwahimiza wananchi kutokubali kupandikiziwa serikali au muungano.  Pia watawala wanapaswa kuelewa kuwa kizazi cha sasa kinataka mambo ya kisasa na si mawazo mgando na ya kale kama ilivyo.
Je, tumewahi kuwa na muungano tunaoutaka? Je hati tulizoletewa ni halisi au za kuchongwa?

For whose gains MDC commits suttee?

          Jokes aside, Zimbabwean opposition under Movement for Democratic Change (MDC) is committing another political suicide uselessly. It recently announced the suspension of its leader, Morgan Tsvangirai and the chairman of the party, Isaac Matongo for unrevealed charges. There are those who think that Tsvangirai played in the hands of his nemesis ZANU-PF when he accepted the compromise to form the Government of National Unity (GNU) without laying a foundation for fair play in Zimbabwe. Such people may be true looking at what ensued to former Kenyan Prime Minister Raila Odinga in last year general elections in which he was routed by Jubilee presidential entrant Uhuru Kenyatta. The same was repeated in Zimbabwe whereby Tsvangirai devastatingly went down in defeat once again.  This time around Tsvangirai had no pretext for his discoloured defeat except his own slip-ups.
David Coltart the founding member of MDC was quoted by BBC as saying, “I'm not surprised this has happened because tensions have been brewing for quite a long time.”  Indeed, MDC has been engrossed in power struggle after it lost presidency for the third time under Tsvangirai. This makes him a casualty thanks to no being able to deliver his party and his country.
Coltart added, “But I am concerned about this. What we need in the opposition is consolidation, not further splitting.” If anything, this is the same many observers and those who support true democracy ask. Now Tsvangirai’s been suspended, so what and what next? Who’s going to benefit from such a suicidal move? It is obvious that ZANU-PF is now smiling like a Cheshire cat after evidencing the bedlam MDC is in now. Why didn’t the party follow constructive procedures of retiring its leader if it found that he no longer adds up to Zimbabweans politics and the polity itself?
In announcing the whys and wherefores for the suspension of Tsvangirai MDC deputy secretary general, Gift Chimanikire was quoted as saying, “Having found both of them guilty of the charges, the committee felt it had to make a decision based on principle and not on convenience and decided that expulsion would meet the justice of the offences.” Ironically, Chimanikire didn’t let slip the charges Tsvangirai and Matongo are facing. After reaching such a boiling point, many are asking: Is the ruling ZANU-PF behind this move? If yes why then MDC has allowed itself to be taken for a ride in the first place? Whose fault in this political blitzkrieg? What actually transpired is truly a mixed bag. There are those who think that Tsvangirai committed his suttee when he agreed to form the GNU knowingly that after its mandate Zimbabwe’d go to elections under the same archaic constitution ZANU-PF has always used to win by being allowed to man and conduct the elections in which it is a competitor. There are those who support Tsvangirai saying that by agreeing to form the GNU he was able to save Zimbabwe from the ashes. Others don’t support any asking if there is anything important GNU achieved.
After the news was blown out that Tsvangirai and Matongo were suspended, Tsvangirai group hit back by claiming to have suspended Chimanikire, Welshman Ncube MDC secretary general, Gibson Sibanda the party's disciplinary committee chairman, and other senior officials who have clashed with the MDC leader.
So, it becomes harder to know who’s been suspended and who suspended whom currently. Essentially, MDC is in disarray and mix-up that’ll cost it dearly just soon shall it not put its house in order. What’s obvious is that MDC has once again offered ZANU-PF a landslide victory come next general election. This is an open secret thanks to what transpired in 2005 when MDC split into two factions one under Tsvangirai and another under Arthur Mutambara. Many still wonder. Why didn’t MDC learn from this mortifying act of its past? True sage's it that the mistake we make as far as history’s concerned is to mistake history itself. Again, should we squarely blame everything of MDC’s foes or the party itself? This is why those saying that there is a hand of the ruling party seem to be right. Others say that selfishness is haunting MDC just like any other undemocratic opposition party in Africa.
Let’s hope that what’s going in MDC upper echelons is but a passing cloud. Again, once it has passed, where’ll it leave the party? Is it the right time to write a dirge for MDC or time to write a laudatory footnote for the rebirth of MDC after separating seeds from chaffs? Is it the beginning of the end of Tsvangirai? Indeed, it is not easy to tell which way MDC will go. What’s certain is either way MDC goes, it’ll emerge as a so very much weakened front whose tribulations will once again give ZANU-PF a resounding triumph come next elections.

Civil disobedience njia pekee ya ukombozi Tanzania

          Hali ilivyo ni kwamba demokrasia nchini imeshindikana. Pamoja na kulazimika kwa Chama Cha Mapinduzi (CCM) kuridhia mfumo wa vyama vingi na kufanyika uchaguzi kwa zaidi ya miaka 20, Tanzania imeonyesha kuwa nyuma linapokuja suala la demokrasia ya kweli. Vyama vya upinzani vimekuwa vikihujumiwa karibu kila uchaguzi.  Mchezo huu mchafu ulianza mwaka 1995 pale Chama cha NCCR-Mageuzi kilipokuwa kwenye kilele cha umaarufu wake kabla ya kuhujumiwa na kusambaratishwa. Kinachoendelea ni sawa na kile alichowahi kusema Joseph Stalin imla wa zamani wa uliokuwa muungano wa Kisoviet aliyesema, "It's not the people who vote that count. It's the people who count the votes." yaani, wanaopiga kura hawaamui lolote ila wanaohesabu kura uamua kila kitu.
Hakuna ubishi. Uchaguzi wa mwaka 1995 ulichakachuliwa kiasi cha kuwaacha watanzania walio wengi wakishangaa matokeo ya uchaguzi husika yaliyompa ushindi wa “kishindo” mgombea wa CCM, Benjamin Mkapa ambaye alikuwa hakubariki.
Mwaka 2005 hali ilijirudia ambapo zamu hii hujuma ilielekezwa kwa Chama cha Demokrasia na Maendeleo (CHADEMA) baada ya NCCR-Mageuzi kuhujumiwa na kutoweka kwenye kilele cha uongozi. Kadhalika mwaka 2010 CCM kama kawaida yao walichakachua uchaguzi na kumpa ushindi Jakaya Kikwete kwa mara ya pili pamoja na kuboronga kwenye kipindi cha kwanza.
Uchaguzi mdogo wa Jimbo la Kalenga uliofanyika hivi karibuni ni kielelezo halisi cha mchezo huu mchafu ambao ni kifo cha demokrasia. Katika uchaguzi huu mdogo madudu mengi yalifanyika ikiwemo kutumia daftari lililochakachuliwa na wapiga kura lililopingwa vikali na vyama vya upinzani hasa baada ya kugundua ongezeko la wapiga kura kwenye ngome za CCM huku kukiwapo upungufu wa wapiga kura kwenye ngome za upinzani.
Kimsingi, kinachoendelea ni kupoteza fedha ya umma kwenye zoezi ambalo limeonyesha kuwa kiini macho na hujuma ya hali ya juu kwa demokrasia. Uchaguzi hauna heshima tena. Umegeuka zoezi la kuchezea akili za watu na pesa yao. Inasikitisha kwa nchi maskini na ombaomba kutumia pesa kwenye zoezi la uongo kama hili.
Licha ya kuchakachuliwa kwa daftari la uchaguzi, matukio ya hivi karibuni ya kuwateka, kuwadhalilisha na kuwapiga viongozi wa upinzani ni ushahidi tosha. Yote hii ni hitimisho la amri iliyotolewa na Mwenyekiti wa CCM rais Kikwete kuwa chama chake kijibu mapigo na kuachana na uvumilivu. Na kweli, baada ya Kikwete kutoa amri hii ya kufanya fujo, tumeshuhudia amri yake ikitekelezwa huko Kalenga ambapo mwana wa mteule wa CCM alishinda uchaguzi katika mazingira ya kutia shaka.
Maana ya haya yote ni kwamba ustaarabu wa wapinzani unaonyesha wazi kushindwa. People power imefeli licha ya kusahaulika. Hivyo, wapinzani badala ya kushikiria kushiriki uchaguzi, waususie na kuhakikisha nchi haitawaliki. Watumie njia na haki ya kidemokrasia ambayo ni kuanzisha maandamano na migomo nchi nzima ili nchi isitawalike. Hili litailazimisha CCM kufuata kanuni za demokrasia.  Laiti kama upinzani ungezingatia ushauri wa mwenyekiti wa chama cha DP, Christopher Mtikila aliyeshauri usishiriki uchaguzi hadi tume huru ya uchaguzi inayohusisha vyama vyote iundwe. Unaweza kwenda mbali zaidi na kusema kuwa bila kuwa na Katiba mpya, Tume mpya ya Uchaguzi na Daftari mpya la wapiga kura lililoandaliwa chini ya usimamizi wa tume huru tutaendelea kushuhudia matusi kwa demokrasia.
People Power imefeli kutokana na tabia ya watanzania kusahau mambo kirahisi. Nani anaulizia mabilioni ya fedha yaliyofichwa Uswisi ambayo balozi wa Uswisi nchini Olivier Chave alisema hivi karibuni kuwa yanahamishiwa kwingine baada ya vyombo vya habari kuyashupalia? Nani anakumbushia uwajibishwaji wa wale walioshiriki ufisadi wa Richmond ambapo vinara wa wizi huu sasa wanapigana vikumbo eti kutaka wagombee urais. Ili wachaguliwe na nani na wafanye nini zaidi ya kuzidi kuiingiza nchi kwenye matatizo zaidi? Nani anapiga kelele kutaka kujua sababu za kupanda kwa deni la taifa ambalo hivi karibuni limeumka bila maelezo ya kina na yenye kuingia akilini?
Nani anapigia kelele uteuzi wa upendeleo wa makada wa CCM kusimamia uchaguzi ambapo tume ya sasa imefeli kama alivyosema jaji mstaafu Amir Manento Mwenyekiti wa Tume ya Haki za Binadamu na Utawala Bora aliyekaririwa akisema, “Tume ya Uchaguzi haifanyi kazi kwa usawa, inavibagua baadhi ya vyama vya siasa, haiko huru, hii ni hatari katika ujenzi wa demokrasia hapa nchini.” Ajabu hata hiyo tume iliyoshutumiwa hakijihangaisha kujibu tuhuma hizi. Hii maana yake ni kwamba madai haya ni ukweli mtupu.
 
Imefikia mahali watu wanasema kuwa hata CCM wakisimamisha bata au mbuzi, kwa mfumo mbovu wa uchakachuaji na wizi wa kura wa sasa, atashinda tena kwa kishindo.
Hii maana yake ni kwamba ustaarabu umeshindwa. Hivyo, wapinzani wanapaswa kufanya kile ambacho kwa kiingereza huitwa Civil Disobedience yaani kuhakikisha nchi haitawaliki ili kutenda haki. Hii ni haki ya kikatiba ambayo imetumika sehemu mbali mbali na kuleta matunda tarajiwa.
Pia wapinzania licha ya kugomea chaguzi zitakazofuata, waende kuelimisha watu wa vijijini ambako CCM imekuwa ikijigamba kuwa kwa kiwango kikubwa cha ujinga kilichopo si rahisi kushindwa kwa vile wananchi hawajui haki zao. Wanaishi kwa kutishwa na watendaji wa CCM waliojazwa serikalini. Wapinzani wasidanganywe na umati wa watu wanaokwenda kwenye mikutano yao kushangaa helikopta ambayo wengi wa wakazi wa mashambani hawajawahi kuona wala hawawezi kuitofautisha na ndege ulaya.
Tumalizie kwa kuwashauri wapinzani kuacha ubinafsi na upogo wa kudhani kuwa wanaweza kushinda chini ya mfumo mbovu wa sasa.hata chama kipendwe vipi na kupigiwa kura, zitaitibwa na kitashindwa chini ya mfumo huu mchafu wa uchakachuaji na unyanyasaji wa wapinzani.  Pia wahakikishe jeshi la polisi linabanwa na kuacha kutumiwa kisiasa kama hali ilivyo kwa sasa.
Bila kufanya hivyo basi wategemee CCM kutawala milele na nchi kuendelea kuwa chini ya utawala wa chama kimoja kama ilivyofichua hivi karibuni gazeti la Uingereza la The Mail on Sunday wakati likimtuhumu Kikwete na CCM kushiriki ujangili ili kupata mtaji wa uchaguzi. Kwa ufupi ni kwamba demokrasia nchini imeshindwa hivyo, Civil Disobedience ndilo jibu mujarabu.

Baada ya kusukuti tuliyoongea na walevi kuhusiana na Katiba mpya iliyogeuzwa mradi wa kutengeneza njuluku na mavuvuzela, naamua kujiimbia huo wimbo kipenzi huku nikisukuti jinsi ya kwenda kumkabili bi mkubwa ambaye tulikosana asubuhi kabla ya kuelekea kwenye kanywaji. Naingia kama kawa na kumwamkua japo hajibu. Nadai ugali wangu na kuula kimya kimya tayari kwenda kupiga mbonji au vipi?
Baada ya kudunda kitandani si niliota kuwa nimechaguliwa kuwa mkuu!  Hii mibangi na mma bwana, matataizo matupu! Stori yenyewe ilikuwa ifuatavyo:
          Baada ya kuupiga mma na mibangi kunibangua si nikaota eti nimechaguliwa kuwa rais wa kaya. Wacha nikurupuke usingizini na kuanza kupanga mipango ya kuwakomboa walevi. Si utani. Niliota kweli nakuwa rais wa kweli kweli na kukaa kwenye ikulu ya kweli pale Magogoni.
Baada ya kuota ndoto hii tamu, kitu cha kwanza kilichonijia akilini ilikuwa ni kumkomesha huyu bi mkubwa kidomodomo ambaye usiku ule alinishiti na kuniacha nipigwe na baridi asijue kanywaji kalikuwa kakinipa joto hata kuliko yeye.  Kwa taarifa yenu, kama alivyowahi kusema Njaa Kaya: Kelele za mpangaji hazimzuii mwenye nyumba kuuchapa usingizi.  Si vizuri kusema mambo yote ya bedroom. Hivyo, mengine nitayaruka hasa maongezi yetu na ile mijadala ya kutafuta suluhu ili lau kieleweke. Hayo tuyaache.
Baada ya kuota ndoto ya ukuu, nilipanga nimwamshe na kumpa live kuwa nikiingia kukuu aliye na kuomboleza. Maana, sitamruhusu kutumia ofisi au ujiko wangu kutengeneza njuluku kama ilivyo. Ikizingatiwa tulivyolala tukiwa tumenuniana, kwa nijuavyo domo lake, huenda angewaamsha majirani. Hivyo, niliamua kuendelea na mipango yangu bila kumsumbua.
Nilipanga kuwa nikiingia ulajini lazima bi mkubwa ausikie magazetini na kuusoma radioni. Baadaye niling’amua kuwa kumzuia bi mkubwa asifaidi maulaji yangu itakuwa noma ukiachia mbali kuwa kikwazo cha utendaji wangu. Kwanza, nilisukuti nikakuta kuwa kama ningetimiza azma hii basi ningekonda. Maana msomi wa usiku ungeota mbawa baada ya mpishi mwenyewe kunikomalia na kuniminyia ili kunikomoa na kunikomesha kwa kumnyima ulaji.
Baada ya kuwaza na kuwazua niliamua nimpe ulaji ili naye asininyime ulaji. Hivyo, nilipanga kuanzisha sera ya nipe nikupe. Sina mpango na maisha bora au bora maisha zaidi ya nipe nikupe. Namaanisha kuwa ukichapa kazi vilivyo nakupa mshahara tosha na maendeleo. Ukifanya uvivu ofisini hupati mshahara zaidi ya namba kwenye lupango.

Niligundua kuwa NGO hii tangu kuanzishwa kwake imejikita Kusini mwa Kaya na si popote. Imejenga shule ya kisasa kule Nyamisa… malizia ambako ni Kusuni. Kila ka msaada kanakopatikana na kupigwa panga kanaelekezwa South. Hata wakati wa Fursa Sawa kwa wake za Wakubwa ilipoanzishwa baada ya Ben Tunituni Makapi kuukwaa, vimbwanga vyake viliekezwa Mushie hasa Kishumundue na Ntwara kwa jamu.
Ilibidi nisukuti kwa sana tu. Hivyo, napanga kumuamuru mke bi mkubwa kuanzisha NGO ya kaya ambayo itaitwa WAKA yaani Walevi Kayani na kama itaitwa WAMA basi kirefu chake kitakuwa Walevi na Maendeleo. Hataruhusu NGO ya kibaguzi inayotumia jinsia, eneo au itikadi kama ilivyo. Pia nitahakikisha NGO ya bi mkubwa inafanyiwa ukaguzi wa mahesabu kila mwezi ili kukwepa kuzidiwa kete na maulaji yangu yakatumika vibaya kuwaibia walevi kupitia misaada.
Wakati bi mkubwa akiendelea kuuchapa usingizi na kukoroma, mwenzake nilikuwa bize nikimpangia jinsi ya kutumia madaraka yangu wakati wa utawala wangu. Mimi si bwege wa kuruhusu bi mkubwa afanye atakavyo huku nikijua wazi ni makosa yanayoweza kunigharimu baada ya kuachia ngazi. Mie ni sawa na Mzee Mchonga. Lazima kumjengea heshima bi mkubwa wigo wa uwajibikaji na kumuepusha na vishawishi na ulevi wa madaraka. Si mlimsikia Prof Laurent Badboy wa Ivory Coast aliyeponzwa na Delila aitwaye Simone? Mie huko siende hasa usawa huu ambapo walevi wanazidi kujitambua na kujanjaruka au vipi?
Hivyo, kabla ya kuendelea kuuchapa niliazimia kuwa sitamruhusu atumie magari ya umma wala sitamruhusu ajihusishe na siasa uchwara. Pia bi mkubwa hataruhusiwa kuwa rais mdogo ima wa wanawake au wachovu. Na mwisho, sitamruhusu kuwa na misafara wala kuandamana nami kila mahali akilipwa per diem.
Alipogutuka usingizini nikajiambia: We! Koma, nitamruhusu afanye atakavyo ili nami nipewe nitakavyo toka kwake.
Huwa wengi wanajiuliza swali moja kuu: Kwanini wake wa madingi huanzisha NGO waume zao wanapoula? Da Flo Wingia nakuachia swali hili huenda siku moja utalizamia na kulichambua. Hata hivyo, kuna namna au vipi?

Hii NHC au Nation Housing Corruption?

Hivi karibuni shirika la Nyumba la Taifa (NHC) lilitoa tangazo la kuuza nyumba 118 kwenye eneo la Hananasif, mtaa wa Wakulima, Kinondoni jijini Dar es salaam, kwa lengo la kutaka eti kutekeleza ujenzi wa nyumba 15,000 nchini.
Kwa juu mipango kama hii ni mizuri sana. Ni habari tamu kusikia. Ila kwa ndani licha ya kuwa balaa ni uoza mtupu. Kwa mfano, bei ya nyumba ni kubwa na masharti ya kuzinunua yanatia shaka na kuonyesha kutokuwepo umakini juu ya mazingira mazima ya upatikanaji wa pesa. Kama kuna umakini basi ni mojawapo ya namna ya kubariki jinai inayoendelea nchini ambako mtu anaweza kuiba au kufanya biashara haramu na kupata pesa na kuihalalisha kwa njia ya kuwekeza kwenye miradi michafu kama hii.
Kinachogomba pamoja na ukweli kuwa miradi ya namna hii inasaidia kusafisha pesa chafu ni je NHC inauza nyumba na kujenga nyumba kama sehemu ya huduma au biashara? Je nini malengo ya kuanzishwa shirika la Nyumba ambalo lilianzishwa na serikali kwa ajili ya kuwawezesha watanzania kupata pa kuishi ingawa kwa sasa linamilkiwa kibiashara huku nyumba zake zikiwanufaisha wenye nazo? Inakuwaje NHC wapate nyumba za kuuza wakati wafanyakazi wa taifa hilo hilo linaloimilki hawana nyumba zaidi ya kunyonywa na kuteswa kwenye nyumba za watu binafsi? Je kwanini wasikopeshwe wafanyakazi wa serikali wakalipa taratibu ili lau ziwe kiinua mgongo kwao?
Hata hivyo, serikali inayowalipa mshahara kiduchu hao wafanyakazi haitakubali kuwauzia hizo nyumba wakalipa kidogokidogo.  Tunaweza kusema ni roho mbaya na ubinafsi wa kawaida vinavyowasumbua wakubwa wetu. Mbona mawaziri waligawana nyumba za serikali zilizoko kwenye maeneo mazuri kibiashara na hawakuona hasara yoyote?
          Kama tutaangalia hali halisi ya taifa letu tukizingatia tulikotoka, bei ya nyumba husika si kwa ajili ya watanzania wa kawaida. Maana nyumba husika zinauzwa kuanzia shilingi 199,000,000 hadi 253,000,000 bila kodi ya ongezeko la thamani (Value Added Tax). Je ni watanzania wangapi wenye uwezo wa kuwa na pesa taslimu kama hizi zitokanazo na kazi halali kama ajira zao? Je huku si kuwabagua watanzania wenye kipato cha chini na kuruhusu wageni wajizolee nyumba za umma? Kariakoo tumeruhusu wahindi na wageni wengine wanunue nyumba zote na nje ya mji kadhalika. Je baadaye tutakapojikuta wakimbizi kwenye nchi yetu kwa tamaa ya watu wachache tuanze kupiga kelele? Maana haiingii akilini eti wanauza nyumba za umma kujenga nyumba za umma. Kwanini msikusanye kodi na mapato vizuri mkaongeza nyumba nyingine badala ya kulangua hizi? Ni hakikisho lipi linatolewa kuwa nyumba zitajengwa?
          Tokana na bei ya kuruka ya nyumba husika, ni rahisi kubashiri nani watakuwa wanunuzi. Bila shaka nyumba hizi zitanunuliwa kama njugu na wauza unga, maharamia, wageni wenye kutia shaka, mafisadi wakubwa serikalini na familia zao. Wahalifu mbali mbali kama vile majambazi, matapeli na wote walioweza kuchuma utajiri kwa njia za kijinai wanaomba Mungu iwepo miradi mingi ya kijambazi kama hii ili waweze kusafisha pesa yao chafu itokanayo na jinai mbali mbali kama zilivyotajwa hapo juu.
          Kuna haja ya kuwaambia wahusika kuwa wanachofanya ni kutaka kuwatumia wananchi kama mihuri ya kuhalalisha uchafu na haramu hii. Si mseme tu kuwa mmeamua kuiba nyumba za umma kutumia kuuza baada ya kustukiwa mlipogawana zile za mwanzo?
          Hizi haziwezi kuwa nyumba za shirika la nyumba la taifa maskini kama letu
Kwa mfumo huu wa kijambazi ni kwamba tunatoa motisha kwa jinai ziwezeshazo watu kupata utajiri na pesa ya haraka kwa hasara ya taifa letu. Hii ni baada ya wenye nafasi kuitumia kuliibia taifa huku wakitoa mwanya kwa wenye kuweza kutenda jinai na kupata pesa kushiriki maisha haya. Watu hawalipi kodi wala hawelezi walivyopata pesa lakini wanaruhusiwa kununua vitega uchumi.
Viongozi hawataji mali zao wanaendelea kuiba na kujilimbikiza.
          Haitashangaza kusikia au kushuhudia kuwa nyumba husika zimenunuliwa na wale wale tunaowajua kuwa ni wezi wakubwa wa mali za umma, wauza unga, na kila aina ya wahalifu wanaosifika kwa kuitumia Tanzania  kutokana na kuonekana kuwa kama shamba la bibi.
          Kuonyesha huu mchezo ulivyo mchafu na hasara kwa taifa, wahusika baada ya kununua nyumba hizi kwa pesa chafu, watatumia nyumba hizi kujipatia mikopo toka kwenye taasisi mbali mbali za kifedha hata za serikali na hata ikibidi wengine kuishia na mikopo hiyo huku wakiicha serikali ikishikilia nyumba zao ambazo zitageuka tena kuwa zake. Upuuzi huu utaendelea kwenye kile ambacho unaweza kuita revolving door miaka nenda rudi huku uchumi wa nchi yetu ukiendelea kudidimia tokana na mfumo jambazi kama huu.
          Nchi zilizoendelea zimeweka mfumo wa mortgage wa kulipa kidogo kidogo kulingana na kipato cha mtu ili kuwawezesha wananchi kuchapa kazi na kuwekeza kwenye mali. Pili wamefanya hivvyo ili kuzuia wizi wa mali za umma. Tatu wamefanya hivyo kuzuia usafishaji wa fedha chafu zinazoweza kuingizwa kwenye nchi husika japo si nyingi ikilinganishwa na nchi fisadi za kiafrika.
          Tumalizie kwa kuiasa serikali iache mchezo mchafu wa kutumia mali za umma kuuibia ukiachia mbali kuhalalisha pesa chafu na kudumaza uchumi. Pia biashara ya namna hii isiyofuata haki wala mazingira halisi, inazidi kuwaondoa wananchi wa kawaida kwenye maisha na kuwatupa nje ya miji kiasi cha makazi yasiyo rasmi kuongezeka huku wahalifu na wageni wakizidi kuongezeka kwenye miji yetu. Sijui ni maharamia wangapi toka Somalia au wauza unga wangapi toka Pakistani, India na kwingineko wamejazana kwenye miji yetu simply because wana uwezo wa kutumia pesa yao chafu kununua au kujenga majumba Tanzania? Je hii ni National Housing Corporation au National Housing Corruption?

The politics of the dead and the ghosts

What’s in my toolbox today? Methinks. It's a tale of tales of the politics of the innocent dead, ghosts, self-seekers, tricksters, quacks and whatnot. Call it doom and gloom sort of thing. When mzee Mchonga passed on, I did nay think he’d keep on re-surface now and then in our political backdrop. Hearing a slew of cleaned out politicos calling his name to help them betray his legacy’s itself a saga-cum-showbiz. Fools rush in where angels fear to tread.
Shamelessly and pointless, there’s evolved a clique of bankrupt politicos who’d like to get away with it by simply invoking Mzee Mchonga’s name. Such pretenders say that they follow Mzee Mchonga’s teachings while they actually tarnished and soiled his legacy pointlessly.
If you want to know healthy or insalubrious politicos just listen to what they say about Mzee Mchonga. Vile politicos like to entreat his name when they flop to put their skinny points across. You’ll hear them saying, “Mchonga told me this and that.” Go tell it to the birds.  Mchonga didn’t tell you anythingexcept that you’re either wolves in sheep’s clothing who’d nary declare your, or explain how you got your riches. We know those whom Mchonga told to your faces that you’re politically impotent and dirty to become so and so in the hunk. How’d he while you’re not even able to get closer to him due to your dirty and dupery?  Do you remember when he asked peopledashing for ikuluuhe equated with robbers’ den  in Matthew 21:13 what they were up to?
Essentially, Mchonga’s for those who scratch the crust to earn a living. So, such earthlings are the ones supposed to tell us what Mchonga told or taught them due to the fact that they've remained faithful to his teachings of equality and self-reliant so as to be able to pay tax to feed and fatten sick and decadent politicos. If there must be any consideration in delivering this hunk, such paupers are supposed to be considered in the game of deceit in mjengoni that involves billions of dosh aka madafu. You've turned greed to be our national creed pointlessly. Shame on you!
Interestingly, when the razzmatazz such insane politicos tell hold no water, switch gears. They start threatening everybody even insects and beasts. They spit fire where they’re supposed to talk sense. You’ll hear them saying that if their wishes are not granted, the hunk would become ungovernable.  They make such abhorring noises almost the whole term they’re in power. That’s what they’re good at. They deliver not. If they do, what they deliver is themselves but not those that entrusted them their office. When they congregate in mjengoni, that very building that looks like a basket to mean people using it to print dosh, they complain after their headless and fictive interests are attacked or threatened. They complain like what doctors call status drammaticus or the sick person who likes complaining even for small ailments.
So those pretending to be the custodians of Mchonga’s huggermuggers are but fibbers. How can honchos and pillars of corruption be Mchonga’s confidants? The truth of the matter is: such liars are invoking the dead as they hunker for survival after finding that the hoi polloi know their dark sides. I recently heard Joni Komba hollering that he’ll go to the bushes to see to it that he topples the govt shall boozers consent to three-tier govt.  To get away with it he said that he knew that mzee Mchonga died believing in two-tier govt namby-pamby. If you ask him how he knew, he’ll end up threatening you or calling you names. Being a man of mettle, I’d like to meet such self-seekers in the hunk and tell him what I feel and know about their lies and ill-gotten wealth. I know of those whose secondary schools with Malawian names were financed with dosh stolen from poor Malawians. Seriously, if Joni is a man enough let him go wherever. Amechelewa.
If I could have one on one opening with such charlatan, I’d tell him to do the right thing, stop insulting mzee Mchonga. It is thus, my humble opinion that Mzee Mchonga shouldn’t be associated with such rampant corruption, nepotism, nihilism and mendacities which are now looming large. This is a tall order. Thus, I’d submit clearly that I’m going to see to it that this tall order is honoured. Do they think I’ll stop dead in my tracks after hearing their noises?  They do what they do their own way as if others don’t see. They pretend to be mzee Mchonga’s amigos. Phew! How’d a leader of paupers dine with such robbers in swanky ego? If mzee Mchonga’d to come again would tell us to fear such bi-legged creatures more than leprosy.
After getting tired of such abhorring skinny politics of the ghosts and dead, I decided to write this piece so that all boozers can beware of them. We need to tell point blank.  We know their deceits even if they use the dead who tell no stories. They’d be ashamed of exploiting the dead. Komeni kuwasingizia wafu na siasa zenu mfu.

BAADA ya kunyaka stori kuwa magabacholi wauza bwimbwi wawili waliachia kiasi cha mahabusu kugoma na kuvua nguo, Mbwa Mwitu anaingia kijiweni kwa nyodo akishangilia kuumbuka kwa waongo na matapeli wanaodanganya wachovu kuwa wanapambana na bwimbwi wakati ni washirika wakuu na mawakala wao toka ugabacholini.
“Halo halo! Wanazidi kuvuliwa nguo kila uchao!” Anaingia Mbwa Mwitu akizomea.
Kabla ya kuendelea Mgosi anauliza, “Nini tena na nani hao wanavuana nguo ii iweje?” Anauliza Mgosi Machungi baada ya kumkaripia dereva wa dala dala aliyeturushia tope pale kijiweni kwetu.
Mbwa Mwitu hajibu. Anampa gazeti la Danganyika Always kwenye sehemu isemayo, “Mahabusu wavua nguo kupinga kuachiwa kwa wauza bwibwi.”
Mgosi anachukua gazeti na kusoma haraka haraka na kusema, “Kwei hapa wamevuana nguo hasa mfumo huu wa kikabuuu unaoanza kuzoeeka hapa kayani.”
Mpemba aliyekuwa akishangaa nini kinajadiliwa anauliza, “Yakhe mbona mwafumba kana kwamba hantaki sie tujue mnichoongelea?”
“Ami hatifumbi. Hebu chukua gazeti uone kaya hii iivyogeuzwa ya kikabuu.” Mgosi anampa Mpemba gazeti na kuendelea. “Hawa magabachoi wamezidi kupendeewa keibu katika kila kitu.”
Kabla ya kuendelea Kanji anapoka mic na kusema, “Sasa gabacholi nini na uza bwimbwi? Veve baguzi kama kaburu dugu yangu.”
Mgosi anapaaza sauti na kuuliza, “Hii nini kuachia Dhaan na Nivan Patel tena waliokamatwa na bwimbwi kama si ubaguzi? Wapi Shemtwashua, Shekiango, Shekwavi na wengine wanaooza mageezani kwa kesi za wizi wa kuku tena kubambikiziwa na ndata? Nikimbuka Chavda alivyoiba mabiioni ya shiingi akishiikiana na wezi wakubwa natamani kupiga mtu zongo.”
Kanji hajibu. Badala yake anatoa mimacho kama kunguru aliyenaswa ulimboni.
Mgosi kampata Kanji. Anamchokoza, “Osie bado iko vasi vasi na na ile sema mimi? Kama iko basi jua hii iko ukabuu nafanywa na kabuu veusi ikipendeea kaburu wa gabacholi kama Chawda naondoeewa kwa siri kama hii Kamuan Ahmed natoosha wanyama wetu hivi keibuni.”
Kanji anajibu, “Sasa kama nakamata na kuachia hindi mbili ndiyo hindi yote husika dugu yangu?”
Msomi aliyekuwa kimya akitabasamu na kufurahia mnyukano wa Mgosi na Kanji anaamua kuingilia kati. Anakohoa kidogo na kusema, “Kanji hebu uwe mkweli. Suala la kupendelewa kwa hawa anaosema Mgosi si siri tena. Ukienda kwenye Asjili Mwaijumba maeneo yote ya mjini ni wao.
Biashara zote nono wanamiliki na kuendesha wao. Ufisadi mkubwa kama vile dege lenye mafua la mkuu na mkangafu wa rada, Chavda ambaye nasikia alisharejea na anatanua mitaani, RITES, IPTL, kusafirisha wanyama nje ni wao. Sasa tuite hii nini bwana Kanji? Hata mitaa yetu ina jina ile ile wakati Bombay hapana taa moja naitwa jina ya kimakonde. Au siyo dugu yangu Kanji?”
“Du! Hii ngoma kweli imepiga vitabu! Yaani anachambua mambo kiasi cha hata kunguru kutingisha vichwa!” Anasema Mijjinga aliyekuwa ndiyo anaweza chini gazeti la Danganyika Always.
Msomi anatabasamu kwa kumwagiwa ujiko. Anaendelea, “Hili liko wazi kuwa kuna tatizo ambalo wakubwa wanajifanya kutoliona. They ignore all warnings and go on with their monkey biz as usual.
Hebu fikiria jinsi Matching guys aka Machinga wanavyosumbuliwa na migambo ya miji na majiji inayowaibia kila uchao wakati hawa ndugu zetu anaowatetea Kanji wakiendelea kufaidi ulinzi huu wa kibiashara.
Hebu fikiria ni kiasi gani cha misamaha ya kodi wanayopewa wafanyabiashara na wawekezaji waitwao wachukuaji ambao wengi ni wao na wageni. Je huu tuuiteje kama si ukaburu anaosema Mgosi?” Anakunywa kahawa yake na kumtazama Kanji kama anayemtaka ajibu hoja zake.
Mipawa aliyekuwa kimya anaamua kutia guu, “Mimi sizungishi. Kinachoendelea ni zaidi ya ukaburu na unazi. Makaburu na manazi walibagua watu ili kulinda watu wao na si hawa wanaobagua wachovu kulinda wageni ambao wengi waliletwa na wakoloni au kuingia kinyume cha sheria.
Msomi umesahau jamaa wa EPA aliyeachiwa na kirahisi rahisi hivi karibuni. La bwimbwi ni kwamba wanakamata na kuchukua unga na kuachia wauza kwa mlango wa nyuma. Ngoma droo mnaingizwa mjini na unga unapigwa bei au siyo?”
Sofia Lion aka Kanungaembe aliyekuwa akinong’onezea jambo Kanji anaamua kukatua mic, “Hii kaya ni ya Amani na mshikamano. Mistake kutuletea siasa zenu za kibaguzi. Nina hakika hamtafanikiwa hata mfanyeje. Hii kaya ina wenyewe na wenyewe ni sisi. Halo halo.” Anamkazia macho Mbwa Mwitu.
“Sofi unaujua ubaguzi au unausikia? Hebu nieleze. Unataka hiki walichoeleza Msomi na Mgosi tukiiteje? Hapa hakuna cha mshikamano na Amani bali mshikwamano na Imani ya Amani. 
Hata hivyo, sikushangai. Nikikumbuka ulivyokuwa unatetea ubaguzi wa kijinsia kupitia viti vya chupi sorry upendeleo na alipopendelewa na kusimikwa Anna Makidamakida baada ya kumbwaga mzee wa Viwango sina hamu. Ila ukweli unabaki pale pale kuwa huu ni mfumo wa kijambazi na kibaguzi.”
Mpemba aliyekuwa anamalizia kusoma gazeti anaamua kutia guu, “Wallahi naona hawa mahabusu mashujaa. Kama wachovu wote wangeona mambo kama hawa mahabusu bila shaka ubaguzi na ukaburu huu ungetokomezwa ati. Tushachoka na huu usanii wa kukamata na kutangaza halafu waachia wahusika toka magerezani kwa mlango wa nyuma.”
Msomi anaamua kuchomekea, “Usemacho Ami ni ukweli mtupu. Nani mara hii kasahau alichowahi kusema Idd Lion alipokuwa waziri wa biashara kuwa uchumi wa kaya unamilkiwa na jamaa kumi tu anaowatetea Kanji? Ajabu alipofichua ukweli huu hakuna aliyekereka wala kuhoji ni kwanini?”
“Nani ahaoji wakati wahusika wanalala kitanda kimoja na kunywa toka kwenye kikombe kimoja wakicheza muziki ule ule wa divide and rule au gawanya utawale? Ajabu wakati haya yakiendelea, kuna wamakonde waitwao Jarawa kule ugabacholini wanaobaguliwa na kutenzwa kama wanyama na hakuna anayejali!”

Kutumika vibaya: Jeshi litoe msimamo

HAKUNA ubishi. Jeshi la Wananchi wa Tanzania (JWTZ) lina kibarua kikubwa hasa wakati huu baadhi ya wanasiasa wasio makini wanapolitumia kama mhuri kuhalalisha ajenda zao chovu, chafu na za kichochezi.
Ajabu jeshi lenyewe limekaa kimya au kukwepa linapodhalilishwa, kuhusishwa na mambo ya kipuuzi hata kutumiwa vibaya.  Jeshi hili hili limekuwa mstari wa mbele kuwasumbua wananchi wadogo pale wanapofanya makosa kama vile kukatiza kwenye maeneo yake au kuvaa magwanda yake.
Ajabu ya maajabu wanasiasa wanapotangaza mambo ya ajabu ajabu kwa kutumia jeshi, lenyewe limekaa kimya huku mkuu wake akiulizwa na kukwepa kana kwamba halitumiki kisiasa.
Imefikia mahali kujengeka dhana potofu kuwa jeshi letu ni mali ya chama fulani au kikundi fulani cha watu. Lengo la makala hii si kulishambulia wala kulituhumu jeshi wala kulihusisha na tuhuma za kizembe kama madai kuwa litachukua nchi kama wananchi wataridhia mfumo wa serikali tatu.
Hata hivyo, kama taasisi inayoheshimika, jeshi linapaswa kujitenga na upuuzi huu ukiachia mbali hata kuwakaripia hata kuwaadhibu wanaodiriki kulitumia kwenye siasa zao uchwara. Vinginevyo itajengeka dhana potofu kuwa jeshi limeamua kujirahisisha na kutumiwa na wanasiasa.
Hivi karibuni Waziri wa Nchi, Ofisi ya Waziri Mkuu (Sera. Uratibu na Bunge), William Lukuvi alikaririwa akiwa kanisani akiwatisha wananchi kuwa kama wataamua kuwa na serikali tatu basi jeshi litachukua nchi.
Hii si kauli nyepesi na aliyeitoa si mvuta bangi wala mnywa gongo wa mtaani. Je ni kweli jeshi linaandaliwa kuhujumu katiba ya wananchi kama hawatakubaliana na usanii wa Chama Cha Mapinduzi (CCM)?
Je kama jeshi litaendelea kukaa kimya halioni kuwa litaonekana kuwa nyuma ya mpango mzima japo hauwezi kufanikiwa hasa wakati huu wa sera za kidemokrasia dunia nzima?
Watanzania wanangoja kwa hamu kusikia sauti ya jeshi lao likiwaaminisha kuwa ni lao na bado ni safi na lisolofungamana na chama wala kundi lolote.
Japo kukaa kimya kisheria si kukubaliana na tuhuma, kwa watu wa kawaida kitendo hiki ni kukubaliana na yaliyodaiwa hata kama ni potofu na ya uongo kiasi gani. Hii nchi ni ya watanzania na si ya CCM wala jeshi wala nani.
Lukuvi alikaririwa akisema, “Unajua jeshi haliwezi kukaa na bunduki bila fedha. Hiyo Serikali ya tatu ambayo jeshi litakuwa chini yake haina vyanzo vya mapato vya kueleweka, sasa hao wanajeshi watalipwa nini? Wenye mitutu watakubali kuishi bila fedha?”
Wenye kujua neema iliyojaliwa nchi yetu waliona kauli hii kama ya kivivu na uongo. Mbona wananchi wamekuwa wana uwezo wa kuiendesha serikali inayolinda ufisadi na kugawa mali zao kwa wawekezaji kupitia misamaha ya kodi na kusaini mikataba mibovu ya kijambazi?
Kwanini Lukuvi asione kuwa ni bora kuwa na serikali nyingi lakini tukazuia mianya ya ukwepaji kodi na wizi wa mali na fedha za umma?
Au ni kwa vile chini ya kiini macho cha serikali mbili akina Lukuvi wameweza kuiba hata kughushi bila kushughulikiwa? Hivyo ikija ya tatu wana wasi wasi madudu yao yatafichuka.
Pia ikumbukwe kuwa jeshi husika lipo kwa matakwa ya watanzania wanaokatwa kodi kuliendesha kwa ajili yao na si kikundi cha watu wala chama.
Kauli ya Lukuvi licha ya kulaaniwa inapaswa kulichochea jeshi kutoa shinikizo awajibishwe ili liwe somo kwa yeyote anayelewa madaraka na kuamua kuropoka bila kufikiri.
Kama haitoshi, kapteni wa zamani wa jeshi hilo hilo mbunge wa Mbinga John Komba naye aliongezea uzito wa tuhuma za kuangushwa nchi kwa alipokaririwa akisema kuwa kama Bunge la Katiba litashawishika likapitisha serikali tatu ataingia msituni kupigania serikali mbili.
Je, anazipigania kwa maslahi ya watanzania wapi iwapo watakaopitisha hizo serikali tatu ni watanzania wale wale? Kwa vile ni wajibu wa jeshi letu kulinda mipaka ya nchi yetu na watu wake,linapaswa kumkamata Komba na hata Lukuvi na kuwachukulia hatua za kisheria na kinidhamu haraka sana ili lisionekane liko nyuma ya upuuzi na vitisho hivi.
Muungano wetu hauwezi kuishi kwa kutegemea vitisho, utashi wa jeshi wala mitutu ya bunduki wala utashi wa watawala bali nguvu na utashi wa wananchi wenye nchi yao.
Anayeshindwa kulitambua hili anapoteza muda wake na anajidanganya tu. Mhalifu wa namna hii hapaswi kuwa uraiani akila kuku wala kuwa kwenye ofisi wala Bunge la umma.
Anapaswa kuadabishwa au hata kukaripiwa na kuambiwa akome kabisa. Jeshi letu ni la wananchi na si la wanasiasa hata wawe na madaraka na fedha kiasi gani.
Ni bahati mbaya sana. Hata amiri jeshi amejiingiza kwenye siasa hizi za kizembe na vitisho bila sababu yoyote ya msingi. Siku moja kabla ya kuadhimisha miaka 50 ya muungano, Rais Jakaya Kikwete alikaiririwa akisema, “Sherehe za kesho ni sherehe za jeshi ambao wamepania kuonyesha watakavyoulinda Muungano na atakayeuchezea atakiona cha mtema kuni.”
Kumbe sherehe zenyewe zimetumia pesa ya umma wakati si za muungano bali jeshi ku-show off? Je hawa akina Lukuvi na Komba wametumwa na Kikwete?
Je, wanawajengea picha gani wananchi? Wamemtukana mwenyekiti wa Tume ya Marekebisho ya Katiba, Jaji Joseph Warioba na kuchoka. Sasa wameanza kulitukana jeshi kwa kutaka umma uamini kuwa liko nyuma ya njama zao za kuwalazimisha watanzania kukubali serikali mbili ambazo pamoja na kuwepo kwa miaka 50 zimekuwa chanzo cha matatizo badala ya kuyatatua.
Wanasema serikali mbili zinafaa na kero za muungano zilizosababishwa na serikali mbili zinarekebishika. Ajabu hao hao waliosababisha hayo matatizo wakashindwa kuyatatua wanataka kutuaminisha kuwa business as usual chini ya serikali mbili zinazozidi kuudhofisha muungano ndiko jibu wakati ni tatizo.  
Kama walishindwa kwa miaka 50 watawezaje hata wakiongezewa miaka 500 zaidi ya kuongeza matatizo?
Kuonyesha akina Kikwete, Komba na Lukuvi walivyo na ajenda ya siri, Kikwete alikaririwa akisema, “Lazima nikiri kwamba sikufurahishwa hata kidogo na baadhi ya wajumbe kususia vikao, eti wanazunguka kwenda kushitaki kwa wananchi, sijui wanakwenda wapi na kumshitaki nani, huko nje waendako siko, wakati wake bado.
Nawasihi warudi bungeni, hawawatendei haki wananchi wao.”  Ebo! Hata Kikwete angekasirika hata kupasuka. Kinachoongelewa hapa si suala binafsi bali la kitaifa kwa maslahi ya watanzania. Akasirike au afurahi hili si muhimu. Muhimu ni wananchi kupata katiba wanayotaka na kuigharimia.
Alitaka wakashitaki kwa jeshi? Mahakama halali ya wanasiasa ni wananchi na si jeshi.
Kikwete na wenzake waje na hoja badala ya vitisho na uongo. Nchi hii ni mali yetu sote kwa usawa na inaendeshwa kidemokrasia na si kijeshi wala kibabaishaji. Kinachopaswa kushindanishwa ni nguvu ya hoja na si hoja za nguvu.
Kama Kikwete anataka lake ndiyo liwe basi hakuwa na haja ya kuunda tume ya Warioba. Hakuwa na haja ya kutupotezea pesa na muda kwa jambo ambalo ana jibu lake.
Tuhitimishe kwa, mosi, kulitaka jeshi litoe tamko na karipio. Pili, kuwataka wanaotaka kutuchonganisha na jeshi letu wakome vinginevyo watakiona hicho cha mtema kuni wanachowatishia wenzao.
Wakumbuke na kutambua: Cheo ni dhamana na wao wapo pale kwa muda tu kufanya tuliyowatuma si yale wanayojituma.

China: Africa's Game Changer?

The coming of China to Africa’s erroneously thought would pose a challenge to western countries that have, for long, been exploiting and suffocating our African economies. Thus, it’d act as a game changer. Nonetheless, looking at what’s been going wherever China’s already sank her talons, nothing’s going to change. If there’s any change, it is only that of masters. We used to western eagles, wolves, hawks and what not. Now Africa must brace itself to dance with a tiger. All in all and above all, exploitation and imbalanced relationship will still go on despite having a new partner in China.
When Chinese premier visited Kenya recently, the Daily Nation wrote:Kenya’s exports to China stand at $50 million annually while the country’s imports from the Southeast Asian nation stand at $3.2 billion. This is neither a good nor one and the same picture. This unprovoked trend’s been so for long. For instance, according to the Tanzanian Daily News, in 2002, the total trade volume between China and Tanzania came to USD 128 million, of which China's export was USD 121 million and import USD6.62 million. I’m sure the situation is the same with Uganda and other East African countries.
Looking at the above figures one can see how bleak the situation is if it is not arrested. In a simple parlance, Africa’s traditionally been a dumpster for western countries as they got away with our natural resources. Now China’s coming in even more vigorously. Essentially, after colonialism became unfeasible for the west, it invented another new type of exploitation based on clientele producer-consumer relationship between Africa and the west which led to our dependence and technological backward. Therefore, one’d think that the coming of China would tip the balance.  Looking at how substandard goods China is thrusting into Africa, the trend goes on and chances are that the situation’s going to worsen even more.
Al Jazeera recently aired a program in which Senegalese traditional shoe makers were complaining after being pushed out of the business by cheaper Chinese shoes.  Senegal isn't alone in this deportment. What transpired in Angola and Zambia a few years ago speaks volumes. Angolan journalist Rafael Marques de Morais had this to say during this imbroglio, “Because of their growing visibility and growing power, along with their support of an increasingly corrupt government, the Chinese in Angola, to use an American phrase from the 1960s, have become part of the problem rather than part of the solution.” Indeed, if we’re good importers of Chinese cheap and substandard merchandises thereby just export a fraction of what we import. Worse still, we export primary commodities. Chinese are indeed becoming a problem but not a solution. Who’s to blame if at all we invite them after falling out without traditional exploiters?  Time for complaining is over. Africa needs to competently and strategically deal with China learning from history of trading with western countries. This is only possible through putting our house in order.  Even if we avoid China due to her thirst and modus operandi, there’s nowhere to go.There’s no permanent enemy or friend where interests are.  It’ll be like avoiding a tiger to end up dancing with wolves. Either way, if Africa hangs onto on exporting unprocessed goods, she’ll always languish in begging and loaning.
The situation Africa’s confronted with is a double-edged sword. If we go back to the west that used to exploit and bully us, still exploitation will go on. Therefore, to evolve out of this game exultantly, Africa needs to face it. Change our old ways of doing things. Fight corruption. Believe that there won’t be any bright future without true independence namely economic, social and political one. We need to do away from exporting unprocessed goods by adding value to our goods. Africa needs to embark on industrial revolution so as to forge ahead competently and safely.
The coming of China’s nothing to apprize if we don’t change the way we do business. Things are likely to get worse given that Chinese are dealing with the already corrupted governments compared to how the situation was soon after independence.
Whether Africa’s going to gain or lose from new Sino-Afro partnershipPaul Kameya, a 25-year-old miner at NFCA Mining, the Zambian unit of China Nonferrous Metal Mining (Group) Co. Ltd has the answer as he’s quoted by the Wall Street Journal saying, “The Chinese are just here to make a profit, to make their country rich.” When they make their country rich Africa becomes even poorer thanks to having no competent leadership in office to see to it that she benefits from this partnership.
While the west used to send a contingent of a small number of experts to man their interests in Africa, China sends everybody from experts to hawkers in the streets of Kariakoo, Kumasi and Luanda. This has created conflicts between Chinese and their hosts especially the jobless. The diplomat had this to say on this, “Yet, in recent months China has seen a rise in its deportations from the continent, as well as rising anti-Chinese sentiment among certain segments of African populations.” Apart from wiping out the trades that used to create jobs for Africans as seen in the example of Senegalese shoe makers, china is inundating our streets with its own job seekers. Recently, in Tanzania there were allegations of the commission of crimes involving Chinese criminal rings specialized in poaching. Some Chinese suspects are behind the bar in the country.

Baada ya kugundua kuwa kuchonga na kuirushia sirikali madongo kunanirostisha ilhali mambo niliyosoma au kufundisha yakiwafanya watu kuwa mabilionea wa kutupwa, napanga kuomba kazi sirikalini ili kuchanga njuluku kirahisi. 
Kuna kipindi bi mkubwa alitaka kunipa talaka kuhofia kufikwa ujane mapema au kushuhudia la aziz wake nikiozea lupango kwa kusema ukweli mchugu na wenye machukizo kwa wezi walao wenzao.
Nakumbuka maneno yake kana kwamba aliyasema jana: “We baba una nini na kakuroga nani kudhani utakikomboa kizazi cha laana kilichojiangamiza chenyewe?
Sana sana watakukolimba, kukatabaro hata kukumwangosi unitie machungu na ujane bila sababu.” Mwangwi wa maneno haya huniandama kila ninaposhuhudia uoza kama huu uliofichuliwa juzi ambalo limegeuka zoezi la kila mwaka la kutuongezea shinikizo la damu na moyo, nyongo na hata maji mwilini.
Hata hivyo, swali jingine nalo hunisumbua: Kama wote tutaendekeza ulafi na roho mbaya na upogo vizazi vyetu vitashindwa kukojolea makaburi yetu huku vikifukua mafuvu yetu kujua ni wapi tulikuwa tumeharibikiwa? Nikifikiria juu ya hili hofu hunijaa kiasi cha kupuliza mibangi kama sina akili nzuri.
Hakuna kitu kilinitekenya kiakili na kunichochea kusaka ulaji sirikalini kama ripoti ya hivi karibuni ya Mdhibiti na Mkaguzi Mkuu wa Hasara na Ulaji wa Sirikali.
Ripoti hii ilifichua kuwa kuna ngurumbili wanaiba “vizibo” tena mipembe ya ndovu kwenye vituo vya ndata na hakuna anayewakamata wala kuwastukia.

Hapa lazima nibadilishe jina kuwa Chavda, Patel, Vithlani au Chande kama siyo Manji au Azim.
Usidhani napayuka yote kutokana na gongo na mibangi.

Wenzenu wanakula na kunona kama paka wa dukani wakati nyinyi mkikonda kama vijisindano bado mnaona mambo mswano.
Shauri yako na karagabaho. Siku hizi sera ni kupeana na kuhomola. Mnapeana hata kurithishana ulaji walevi wanahanikiza.
Mnajifanya hamnazo wala hamna macho na masikio kusikiliza vilio vyao hata waandike na kutangaza kwenye radio na runinga. Kwanini nami nisitafutie vitegemezi vyangu urithi wa ulaji kama wale wanaotawazana na kurithishana hata viti vya maulaji?
Kama jogoo aliwafundisha vifaranga kupuu ndani kwanini mimi nisiwafundishe vitegemezi vyangu jinsi ya kuchanga njuluku za walevi ambao kwa sasa wamegeuzwa shamba la chizi?
Hivi nitashindwa nini kuukata wakati hakuna hata sheria moja inayonibana kutaja nilivyotengeneza ukwasi wangu kijambazi?
Kwa vile nina usongo wa kuukata kabla shamba la bibi na chizi halijastuka baada ya kuja wenye akili, acha nikapate misokoto kama miwili hivi na gongo niingie viwanja.

After Bill Luku-vi fired his deluges, others followed suit.  Jon Kombaa, Chama cha Maulaji (CcM)’s songbird that became an MP and magnate thanks to connections, decided to hit even harder alleging that if three-tier govt receives our consent, he’ll retreat to the bushes to see to it that he topples this govt and install his two-tier one. After Kombaa poisoned the air, boozers are waiting to hear the name of the forest he’s intending to blast-off his attacks. Kombaa’s move poses many questions: who is he representing and when will he start his siege? Who sent him and why?
What’s more, boozers are stating downrightly that such cheap and bankrupt politics aren't supposed to be heard in the 21st century. Thus, they’d not be entertained. The Swahili sage’s it that if you laugh at the monkey you’ll end up with chaffs. Does Kombaa think we’re such foolish and crazy altogether?
Kombaa was quoted as saying, “Woe unto you if you will be persuaded to buy the idea of a three-government system…I will retreat into the forest to fight for the two-tier Union structure.” My foot! You can’t be serious Kombaa.  Interestingly when Kombaa was spitting fire against those advocating three tier govt his boss was doing the same though in a different tone. It is as if they had agreed to threaten us. Jake Kiquette was quoted saying that whoever that will joke with the union will regret it. He was addressing CCM youths who toured the whole hunk supporting two-tier govt. again, where did they get the dosh to burn in such unnecessary mission? Ask Jake. He knows everything. April 26th celebrations belong to the army that will show how it will protect the union and whoever plays with it will regret it. I wonder. Was Jake even Lukuvi talking about the army that receives its salary from out taxes? Since when did our Jeshi la Wananchi become a political tool for any party under the Sun? Aren’t those threatening us with the coup d’état or retreat to the forest or cha mtema kuni abusing and degrading the same army they pretend to respect?
He added, “Why do I categorically charge the trio? They were among the closest aides of Mwalimu Nyerere…they applauded Mwalimu before anyone…they ate ugali and bread and drank tea with him.” Go away boy! Being closest aides doesn't mean being zombies. Those Kombaa agitating to be charged are more patriotic and cleaner than him whose wealth is ill-gotten.
He added his offal saying, “…they know exactly Mwalimu died believing in the two-government system. How on earth are they abandoning it?”  Where and where did he tell you of that? Truth be loudly told. Union isn’t about Nyerere or Karume. It is about wananchi. Leaders come and go but people remain. We, thus, should pooh pooh such short sighted minds that want us to do things depending on founders but not what we want. So too, we’d teach such self-seekers a lesson they’ll nary forget. Fire and have them up quickly before wananchi’s pent-up angst explodes. “Msimtumie Nyerere kama hirizi,” Judge Jose Waryuba once admonish you. Why didn’t you get it? Why people are afraid of using their brains as if they don’t have any? Nyerere and Karume did their parts and left. We too need to do ours.
Kombaa needs to be sincere. He and others who pretend to emulate Nyerere are the ones who let him down by butchering the code of ethics so that they’d easily rob his beauties and goodies. Kombaa knows too well those who betrayed Nyerere have become rich so as to own schools and other ill-gotten investment.  Will Mr. Kombaa be ready to be counted? Kombaa knows pinchers especially those who mugged poor countries like Malawi to build schools and give them Malawian names. Kombaa and the likes should be told to their face to shut up. For if he thinks his dark side is not known he must be dead wrong.
Apart from that our hunk isn't kichwa cha mwendawazimu every drunkard to use to learn how to trim. I wonder. Those supposed to rebuke such winos are just sniggering at their monkey biz as if what they’re attempting is good! Just imagine. If such nonsense were uttered by opposition, you’d hear Jei Wii chipping in with all force and warning that such self-seekers are insulting us by trying to assault our hunk.
If we all keep mum, Kombaa and his masters will mistake us of cowards and zombies. Let them be told. Guys, you’re but playing with fire. If Kombaa and his gang are serious and means biz just retreat to the bush even today.  When Kombaa’s dirty assaults came to light one boozer decided to take on him head on saying, “You’ll see chamtema kuni your boss was threatening others with.”
Again, whoever thinks he’s a man enough should try his megalomania and see how we’ll showcase our mighty as boozers. Kombaa, go away with your booboos.

Nape: Please leave Warioba alone

Looking at dog eat dog Chama cha Maulaji (CcM) is in regarding the Draft Constitution, top dogs are likely to use whatever means to get away with it especially undermining underdogs who of recently seem to be a very big threat dogging their ulaji. To do so, all types of dogs are at work. Lap dogs are singing praise for top dogs while barking dogs are doing the noise making stuff to undermine underdogs. When it comes to watch dogs, just like underdogs, are saying loudly that things are not well. Love me love my dog everybody’s saying.
Nnape Mapepe Nnauyee the chief spin doctor of CcM recently put on a dog as he belligerently officiated mipasho phase especially by  pointlessly taking on Judge Jose Waryuba former head of Constitution Review Commission (CRC) and his crew. Like a blind dog in a meat market, after being unleashed by his masters,Nnape took a swipe on Waryuba saying that he’s eaten from two tier regime and had his gut full. Instead of discussing the document CRC presented, Nnape and the likes are discussing people. Is this the sign of bankruptcy and impotence or the sign of throwing the towel in?
  Mapepe alleged that Warioba’s turned the tables against the same hand that used to feed him. If anything, something like this shouldn’t happen to a dog. Why allowing a barking dog to rain insults cats and dogs in the first place. Though Nnape and his handlers can pride themselves that they've succeeded to bloody Waryuba, they’d have stood in bed. Disinterested and sane people will defend this noble doyen. It is sad to note that abusing Waryuba’s become another policy for sick and mad politicos.
Getting away from dog rigmaroles and analogue, let’s dig into what transpired recently. If there’s sacrilegious sin Waryuba committed for some bigwigs is nothing but to refuse to be used like a tool in someone’s hands. In a simple parlance, Waryuba refused to do dirty laundry for CcM something Nnauyee and Kinanae are now doing at their future peril shall things change. The guys are singing the old song trying to makes us believe that it is a new one. They are spitting in the wind thinking they can get away with it.
Nnape became famous for just wrong reasons. Who knows that barking role would make a person famous? He came to the limelight when he took on Gambas in Eddie Ewassa and Endelea Chenge. He swore by land and heavens that he’d see to it that the two pillar of corruption are felled. To his dismay, his master made an abrupt U-turn and sided with the barks aka magamba. Dog-tired, Nipe had to eat humble pie and nurse the wrongs he sustained in this enmeshment. Sane minds thought that this would become the end for Nnape to be used just like a toilet paper. Nay, they’re wrong. Before long, he took on ministers he just called them burdens in the govt of his boss who happened to use and dump him as pleased. Once again, he was offering his offal services. What Nnape thought would be easy meat ended up becoming a hard nut to crack especially for a wino like him. When Nnape’s boss ignored him, many thought he’d call it a day and hit the road. But he didn't.  Instead, he became a burden himself after many questioned if Nnape’s move and utterances came from his heart of hearts. For a charlatan whose reward is a morsel and a pat on the back, how damaging his chatters are doesn't matter. However, such predicament becomes worse especially when the one behind it is referred as an educated person. Is he truly educated or he is just one of many forgers we evidence parting on our tax under the pretext of being top dogs in the party.
Looking at Nnape’s rumpuses one asks: when will he get it right? Again, given that Nipe is the product of a rotten system that rewards the children of bigwigs, Nnape’s nothing to worry or care about. Like Riz Kiquette, Adam Mmalima, Goddie Mggimwa, Husssein Mwinyi, Jan Makkamba, Emmy Ncchimbi and many more who hit the jackpot simply because they’re the children of the high and the mighty Nnape’ll make more noises to see to it that their empire won’t cascade down.
Whether Nnape’s an elite or a quack, nothing’ll deter him given that there are many more alleged to have forged their academic credentials and still are appointed to high offices. Have you forgotten the chief forgers in the ranks such as Bill Lukkuvi, Emmy Ncchimbi, Marry Naggu, Makorongo Muhanga, Dolorous Kamala and many more unearthed? Criminality does pay in this hunk. Who’d think that a chap like Kinamna would be appointed chief of establishment even after he’s linked with poaching? Falsification constitutes a crime only if it is committed by normal hoi polloi. For biggies, forgery’s nary sent anybody parking or to prison. This is why there are some shady characters pertaining to be educated while they actually are not. And this doesn't raise eyebrows for the authorities! Who’ll take on who if all do the same biz though in a different fashion?

Tumegeuka nchi ya vibaka, majambazi na wahalifu!

Kumekuwapo visa vya walinzi kuiba kwenye malindo yao, wafanyakazi wa maofisini kuiba kazini mwao na hata wanafamilia kuibia familia zao. Kinachokera ni kwamba baadhi ya wenzetu wameanza kuukubali na kuuzoea mchezo huu mchafu ambao ni mauti kwa taifa. Kushamiri kwa matukio ya wizi unaowahusisha watu wa ndani ya taasisi si jambo jema kwetu kama jamii. Huu ni ushahidi tosha kuwa mamlaka zinapaswa kupambana na hali hii inayoanza kuzoeleka kiasi cha kuchafua sifa nzuri ya taifa letu.Tukio la hivi karibuni ambapo meneja wa tawi la benki ya Barclays la Kinondoni lililoibiwa pesa hivi karibuni kukutwa alisuka ni ushahidi wa kushamiri kwa jinai hii. Katika wizi huu Sh392 milioni za Tanzania, Dola 55, OOO za Marekani, Euro 2,150 na Paundi za Uingereza 50.
Watuhumiwa wote wako chini ya miaka 40 na idadi yao ni 13 wakihusisha wa ndani ya benki na wan je. Ni jambo la aibu kugundua kuwa hata meneja wa benki husika aliyepaswa kufichua wizi huu alishiriki pamoja na msaidizi wake kama walivyokiri kwa polisi. Ukiangalia kiwango cha fedha kilichoibiwa na idadi ya waliosuka jinai hii, unagundua upogo na ujinga, tamaa na hatari ya wahusika.  Je wahusika hawakusoma maadili kwenye taaluma zao kama wanazo? Je tatizo hapa liko wapi kati ya wahusika na mfumo uliowatengeneza? Tujalie kuwa wahusika wangefanikisha wizi wao. Baada ya kugawana sana mwenye kupata nyingi ingekuwa ni shilingi milioni 30. Utazifanyia nini? Hata hivyo, kwa kijana wa miaka 30 ambaye hajafanya kazi kufikisha hata miaka 10 bado pesa hii ni kubwa tu.
Inasikitisha kusema kuwa Tanzania imegeuka nchi ya vibaka kutokana na kutokuwapo na sheria zinazowataka raia wake kueleza walivyopata utajiri wao. Kama viongozi wakubwa wanaopaswa kusimamia maadili, kanuni na sheria wanapata kigugumizi kutaja utajiri wao unategemea nini? Je huu si ushahidi tosha kuwa hawa viongozi nao wameongoza kwenye kushamirisha jinai hii? Je namna hii tunategemea kupungua kwa jinai hii ya kujiibia kama watu binafsi, taasisi na taifa? Je viongozi waliopata utajiri wa haraka kwa njia haramu ya kuliibia taifa wanaweza kusimamia maadili na kuhakikisha kadhia hii inaondoshwa mara moja iwapo nao wanaishiriki? Je wananchi nao ambao kimsingi ndiyo waathirika wa jinai hii wanashindwa nini kuingia mitaani kudai ikomeshwe au hata kuwalazimisha wawakilishi wao kutunga sheria za kupambana na ukosefu huu wa uaminifu, uzalendo na maadili?
Japo tumejiruhusu kama taifa kuendekeza udokozi na ujambazi wa wazi, tujue kuna gharama huko tuendako. Maana kama jinai hii haitaondoshwa, uwezekano wa kuaminiwa kama taifa ni mdogo. Na mkiendelea hivi hata hao wawekezaji mtawakosa au mtajikuta mkilazimishwa kufufua maadili ambayo mliyageuza madili. Hali haiwezi kuendelea hivi bila kudhibitiwa. Hata hili wimbi la ukosefu wa usalama chanzo chake ni hali hii ya kubariki wizi wa wazi wazi ambapo mtu analala maskini na kuamka tajiri. Hiki ndicho kichocheo cha kushamiri kwa ujambazi, ujangili, mihadarati na kila aina ya jinai.
Hali ni mbaya. Imefikia mahali hata taasisi za umma zinachochea vitendo vya uhalifu kama huu. Hivi karibuni, kwa mfano, Shirika la Nyumba (NHC) lilitangaza kuuza nyumba zake. Ukiangalia masharti yaliyotolewa kwa wanaotaka kununua, unagundua jinsi taifa letu linavyogeuka taifa la kijambazi.  Hili linahitaji Makala ya pekee kuonyesha jinsi taasisi za umma kama NHC zinavyosaidia kuchochea wizi na ujambazi.
Nadhani ni Afrika tu ambapo mtu anaweza kuchuma mali bila kutakiwa kisheria kueleza alivyochuma ukiachia mbali hata kutoulizwa kama mali husika inalipiwa kodi. Matokeo yake ni kwamba tunao watumishi wa umma waliotumia nafasi zao kupata utajiri haramu wa haraka bila hata wasi wasi. Hiki ndicho chanzo cha kushamiri biashara ya madawa ya kulevya, ujambazi, wizi, ufisadi, rushwa, uzembe, ubabaishaji, utapeli na jinai nyingine nyingi.  Vyote hivi vinashamiri kutokana na kuwapo mazingira mazuri ya kumilki utajiri uliotokana na jinai bila kutakiwa wala kuandamwa na mamlaka kueleza mhusika amepata utajiri vipi. Hiki ndicho chanzo cha magenge ya kijambazi ya kimataifa kupenda kuja kuwekeza Tanzania. Wanajua watafanya kila watakavyo kuvunja sheria na kuchuma na hakuna atakayewagusa wala kuwashughulikia. Hali hii inaondosha sifa ya kuwa taifa. Sana sana tunaelekea kuwa taifa lililoshindwa kutokana na kubariki jinai na kuendekeza upogo, uroho, ubinafsi na jinai.
Hali ni mbaya sana. Kumekuwapo visa vya baadhi ya polisi wasio waaminifu kushirikiana na majambazi. Kuna visa ambapo mawaziri wamekuwa wakiingia mikataba ya kijambazi ya uwekezaji baada ya kukatiwa chao. Matokeo yake tumekuwa nchi ya kulalamika na kutofanya vizuri kiuchumi. Mifano na matokeo ya ujambazi huu wa kimfumo ukiachia mbali tukio la waajiriwa wa benki tawi la Kinondoni kujiibia.  Makampuni kama IPTL, Symbion (Richmond ya zamani) na mengine mengi yaliyoingia mikataba ya kuzalisha nishati kifisadi yanaendelea kuingiza nchi kwenye maafa ya kiuchumi. Nchi imetekwa kiasi cha kuwa majeruhi wa mafisadi papa wanaoshirikiana na viongozi wakubwa tu. Mfano, hakuna mtanzania asiyejua kuwa IPTL imekuwa ikitulangua umeme ukiachia mbali kuchafua mazingira. Pamoja na hatari yote hii, wakubwa zetu wamekataa kuendeleza vyanzo vingi vya umeme tulivyojaliwa na Mungu kwa kuogopa kupoteza maslahi yao ya kijinai. Tumegeuka taifa la hovyo kama Nigeria ambayo hivi karibuni ilifichuka kashfa ya wauza jenerata wanaoshirikiana na watawala kuzuia nchi hii kuwa na vyanzo huru na imara vya umeme kwa kuhofia kuingilia maslahi ya wauza jenereta. Ni aibu kiasi gani kwa taifa kuweka mifukoni mwa wahalifu? Je haya tunayoandika ni uongo au uzushi?
Mifano ipo kila mahali iwe midogo au mikubwa ya sasa na ya zamani. Tubadilike  kabla hatujaliangamiza taifa kwa sababu za uroho na upogo.

Baada ya kunyaka taarifa kuwa wezi wa ndani ya sirikali hasa ndata waliweza kuiba pembe za ndovu kwenye vituo vya polisi au kuzibadilisha na kuchukua kubwa na kuweka ndogo kama ilivyofichuliwa na Mkaguzi Mkuu wa Fedheha za serikali (CAG), kijiwe kinataka afanye ukaguzi wa bwibwi lililokwisha kamatwa.
Kama kawa, bada ya kusoma gazeti la leo, Kijiwe kinajikita kwenye habari kilichoteua kujadili.
Hakuna cha mjdala wala nini. Anayewahi ndiye anakula mic. Msomi Mkatatamaa leo kaamua kuwa kinara. Anakatua mic, “Leo nimesoma habari ya ndata kuiba pembe za ndovu waliozokamata na au kuchukua kubwa na kuweka ndogo. Pia nimeona jinsi tiketi za ndege zilivyolanguliwa mara 160 kwa tiketi.Nashauri mkuu azuiwe kwenda kutanua ughaibuni. Heri angeenda kutanua tu kuliko kutulangua hata tiketi za pipa kama ilivyofichuliwa hivi karibuni.”
Mpemba anakunywa kahawa yake na kuchomekea, “Huu wizi wa kilafu na kitoto so to speak. Kuna mijitu imeumbika na tamaa kuliko hata panya na fisi.”

“Yakhe usinikumbushe majaji waliogeuka majunk. Wanikumbusha yule aliyetoa hukumu katikati ya usiku kuachia wauza unga umma usijue mshirika katika kuuza bwibwi wallahi. Mgosi Machungi anakatua mic, “Tisiwache Naigeia wala Kenya. Kuna uwezekano tiishawapita miaka mingi iiiyopita. Inafikia hata tiketi ya mkuu ya kwenda ughaibuni inalanguliwa na hakuna anayewajibishwa? Je rahisi hajui au ni ile hali ya kuajiii watu wake? Kinachokea ni wachovu kuendelea kuwa mashahidi wa maangamizi yao.”
Kanji leo anaamua kuwahi mjadala kabla haujanoga ili asiachwe nyuma, “Hii si baya kama vatu nafanya biashara. Ila hii ya kuiba pembe dovu baya sana. Kama data iba exhibit basi kaya kwenda jehanam sikini.”
Mipawa anaingilia huku akimtazama Kanji kwa jicho kali, “Hapa nashindwa kuelewa mhalifu ni nani kati ya aliyekamatwa na pembe za ndovu au bwimbwi na anayeviiba tena toka kwenye vituo vya polisi au anayewatetea.”
Mgosi hangoji mwingine apoke mic, “Tikisema hii siikai ni ya wasanii na wezi mwasema twatukana. Sasa hii nini? Nijuavyo hakuna atakayejitokeza kukanusha wala kutoa maelezo. Ukisikia EpA ndogo ndogo ndiyo hizi wajameni.”
Sofia Lion aka Kanungaembe aliyekuwa akimwangalia Mipawa kwa chuki anakatua mic, “Jamani hakuna haja ya kupitisha hukumu bila ushahidi. Kama kuna mtu ana ushahidi wa yanayomkera aupeleke polisi.”
Mipawa anakwanyua mic kujibu mapigo, “Sofi usiwe kama walaji wa katiba wa chama chako ambao wanaongea kwa matumbo kukariri upupu na upuuzi wa viongozi wao badala ya kujenga hoja.”
Sofia akiwa anajiandaa kujibu mapigo Mpemba anamchomekea, “Sofia kweli untisha sana. Ndata hao hao watuhumiwa halafu wapelekewe ushahidi wa kuwafunga! Wacheza nini?”
“Umeinyaka kuwa balozi zetu ughaibuni zinaongoza kwa matanuzi?” Mbwa Mwitu anadakia
“Zitashindwa nini wakati zinasimamiwa na marafiki na watoto wa wa kubwa? Hii Bongolalaland alijisemea mzee Mpayukaji.”  Anajibu Mchunguliaji. Aniangalia huku mie nikitabasamu kwa kumwagiwa ujiko japo ni ukweli unaouma kuhusiana na ujambazi tunaofanyiwa mchana kweupe.
“Heri ingekuwa Bongolalaland na siyo Bungubungualand ambapo kila mtu anashindana kuhomola alipo kana kwamba kaya ni genge la wezi.” Anachomekea Kapende ambaye anakatua kashata na kuendelea, “Sisi tuna balozi nje au bazazi tu? Mijitu imekalia wizi roho mbaya na fitina. Niliwahi kukwama kwenye nchi moja ughaibuni ambayo sitaitaja. Nilipokwenda kwenye ubalozi wetu waliniuliza maswali ya ndata ndata utadhani nilikuwa central. Hovyo kabisa. Kumbe mijizi mitupu.”
“Itafikia mahali mtu akikuita Mdanganyika unarusha ngumi. Maana kwa maana nyingine anakuita bwege.” Anafoka Mijjinga.
Sofi anachomekea, “Kahamie huko unakoona kuzuri utuachia kaya  yetu. Kwanza nyie wapinzani mnatujazia mbu. “This is too much. Kwanini mnadhalilisha kaya yetu hivi nasi tukiona kana kwamba mna kwingine pa kuita nyumbani?”
Mijjinga anadakia, “Kaya inajidhalilisha yenyewe Sofi usitake mapenzi na ushabiki vya kibubusa. Sasa kama wakubwa wamegeuka mibaka na wadogo vibaka huku hakuna anayejaribu hata kulaani tuiteje?”
“Umesikia na JeiWii walivyofuja mabilioni? Nasikia walikufuru kwenye matumizi ya kijambazi.” Kapende anachomekea.
Mgosi Machungi anakula mic, “Watashindwa nini iwapo nao wamegeuka wanasiasa tena mafisadi? Huoni tinavyotishiwa kuwa watachukua kaya nao wanakaa kimya? Nadhani wamo kwenye ndoa moja ya haamu ya kulindana na kutisha wachovu ili waibiwe zaidi na zaidi. Who cares?”
Wanakijiwe wanakata jicho la haraka haraka kwa jinsi Mgosi anavyomwaga ung’eng’e.
          “You are dead right Mgosi. I fully concur with you kuwa kaya yetu sasa ni ya mibaka kuanzia juu hadi chini. Hata wachovu ni vibaka isipokuwa baadhi yetu tunaoshupalia upuuzi na ujambazi huu.”
Sofia anataka kuingilia kati Msomi anamkatiza, “Sofi tulia sijakufikisha. Nataka nikupe dozi hadi utosheke hata ukienda nyumbani unikumbuke.”
Kabla ya kuendelea Mbwa Mwitu anaingilia “Eti umpe nini akifika wapi akukumbuke?”
“Mbwa acha uswahili na tafsiri za kimipasho kama bunge la katiba. Naaminisha kumridhisha.”
“Eti kufanya nini?” Mbwa Mwitu anazidi kuzoza.
Msomi anajibu, “Kumtusholeza pamoja na wengine kama yeye. Tuache utani, kaya isipokuwa makini tutaangamia. Ndiyo maana napendekeza CAG akague mibwimbwi inayodaiwa kukamatwa ili tujue wakamataji wameishajiibia kiasi gani. Maana huu mchezo ni mauti ya kaya japo mkuu na wenzake wanakenua kwa vile wanaushiriki.”
Kijiwe kikiwa kinanoga si akapita mtumishi mmoja wa kukagua mizigo uwanja wa ndege. Acha tumwagie kahawa hadi akimbie akilia kama kichanga!

Nape: Nyani haoni nonihino lake

           Kwa wanaomjua Nape Nnauye licha ya kuwa mtoto wa kada wa zamani wa Chama Cha Mapinduzi (CCM) Musa Nnauye, Nape amerithi kiti baba cha yake cha ukatibu uenezi wa taifa wa CCM sawa na wateule wengine waliorithi viti vya baba zao vya ubunge kama Ridhiwan Kikwete, Adam Malima, Godfrey Mgimwa, Hussein Mwinyi na January Makamba na Emaunel Nchimbi ambao walitumia umaarufu wa baba zao kufikia walipo na warithi wengine wengi. Pia Nape ni mtoto aliyezaliwa ndani ya ulaji wa kujuana wa CCM sawa na watajwa wenzake. Ni bahati mbaya kuwa ulaji huu umemlevya kiasi cha kujiona bora asijue kuwa anatumiwa tena vibaya. Inshangaza kuona kijana kama huyu ambaye anapaswa kuangalia mbele, kuishi kwa bora liende kwa siasa za maji taka.
Yote tisa. Nape amejipatia umaarufu tokana na wepesi kubwata kila anapotumiwa. Waingereza humuita a lap-turned-toothless-barking dog yaani mbwa mpakatwa aliyegeuka mbwekaji lakini asiyeuma anayetumiwa na top dog kwa tafsiri isiyo rasmi. Pamoja na kujinadi kuwa ana shahada ya uzamili, maneno na matendo yake yanajenga shaka juu ya ithibati na ukweli wa elimu yake.
Nape alijizolea umaarufu pale alipotumwa na kutumiwa na rais Jakaya Kikwete kuwatolea uvivu akina Edward Lowassa na Andrew Chenge tokana na kutuhumiwa ufisadi kabla hajachomoa na kunywea baada ya wahusika kujibu mapigo pale alipowaita magamba. Pigo la mwisho la mbwa mbwekaji aliyegeuka kibogoyo tena akaufyata ni pale Chenge alipodai kuwa gamba lilikuwa limekatalia kiunoni. Hivyo, aliyetaka kulivua shurti aje na shoka. Wengi walidhani Nape na waliomtuma wangechukua mashoka na kuyatandika magamba. Lakini wapi! Waligwaya na kufyata mikia huku wakidandia hoja nyingine ili kuficha aibu na unguliko lao.
Baada ya hapo, Nape hakuchoka, alitafuta ulaji mwingine kwa kuwaita baadhi ya mawaziri mizigo katika serikali ya bosi wake. Wengi walidhani kuwa wakati huu lau Nape angefanikiwa na kurejesha heshima yake. Hakufanikiwa tokana na bosi wake kujua ubovu na uhovyo wake kama kifaa kitumikacho hasa kusafisha uchafu. Badala ya kuwawajibisha mawaziri mizigo, Kikwete aliwapandisha vyeo kiasi cha Nape na bosi wake Katibu mkuu wa CCM Abdulrahaman Kinana kuzodolewa na kuonekana mizigo. Wengi walihoji consciousness ya Nape na Kinana kwa kushindwa kujiuzulu baada ya kudhalilishwa wazi wazi na yule aliyewatuma na kuwatumia.
Baada ya aibu na udhalilishaji huu wengi walikosea kudhani Nape angejifunza na kufunga domo lake au kuacha kutumiwa lakini wapi. Hivi majuzi alikaririwa akisema, “Salamu kwa wazee walio katika muda wa jioni na ambao wamekengeuka, hawa wamekula maisha katika muundo wa serikali mbili, sasa wanapoona wanaenda ukingoni ndiyo wanaanza kupiga kelele juu ya serikali tatu. Wamefilisika,” hata kuku pamoja na kujaliwa ubongo mdogo anajua kuwa aliyelengwa hapa ni mwenyekiti wa Tume ya Mabadiliko ya Katiba (CRC) Jaji Joseph Warioba. Wenye akili wameshangaa kitoto hiki kinapata wapi mshipa wa kutukana watu wenye heshima kuliko hata baba yake. Bila shaka, kama mbwa yeyote bweka, kuna mwenyewe ememwamrisha abweke. Naye kwa kutaka kumridhisha bwana wake inabidi abweke na kubweka lau aonekane anaiweza kazi. Ni utovu wa nidhani usio kifani kwa CCM kuendeleza siasa za visasi, mipasho na matusi tena ya nguoni. Hivi kama ni kuuangalia ukweli na kuusema vilivyo, nani aliyefilisika kati ya Warioba na wale wanaotumia vitoto ambavyo havikupata malezi mazuri kumtukana?
Bahati mbaya wanaomfundisha Nape kutukana wenzake wanasahau kuwa kesho watafunga virago na kuondoka kwenye ulaji ndipo aanze kuwaporomoshea mitusi waliyomfundisha hasa ikizingatiwa kuwa mchumia tumbo huwa hana rafiki bali maslahi. Kuonyesha Nape asivyo na breki alikaririwa akimrushia kijembe bosi wake aliposema, “Watalipwa fidia sawa, ila wamepoteza muda na sijui mawaziri wanaohusika wamefanya nini. Sisi chama tunapowaita kuwa ni mizigo wanatuchukia, lakini katika mazingira kama haya utawezaje kukwepa kuitwa mzigo?” Ni uhondo ulioje mzigo kuita mzigo mwenzake mzigo au ngamia kumcheka nundu ng’ombe? Hivi kama si CCM kuishiwa uongozi, busara na maarifa kuna mizigo mizito na michafu kama Nape na Kinana? Rejea Kinana alivyotuhumiwa kusafirisha nyara za taifa na akajikausha kana kwamba hakusikia. Nape anajulikana alivyo mzigo si kwa CCM tu bali hata kwake binafsi. Maana kwa umri na usomi wake   (kama anao kweli) alipaswa kuwa na angalau common sense kusoma alama za nyakati na kufanya maamuzi mazito kwa kuheshimu ukweli usiofichika kuwa hata hao anaowatukana kwa kuja na katiba kielelezo ya wananchi hawana makosa bali waliwasilisha mawazo ya umma, walatini walisema Vox Populi Vox Dei yaani sauti ya wengi ni sauti ya Mungu. Bila shaka Nape na wenzake wangeliona hili lisilohitaji kuwa na shahada lukuki za sayansi ya siasa kulienga.
Inashangaza kuona Nape akiwatupia vijembe na mipasho akina Warioba kuwa walifaidi vinono vya serikali mbili na sasa wamekengeuka. Heri yao walitoa jasho wakala walivyokula kuliko Nape anayevuna ambapo hakupanda. Kama si ukubwa wa jina la baba yake na mfumo mfu na mchafu wa kujuana nani angejua kuwa kuna kiumbe duniani anaitwa Nape au wale tuliowataja hapo juu? Ama kweli wahenga walisema: Nyani haioni Nonihino lake. Wote wangesema lakini si Nape wala wale walio kwenye ulaji kutokana na kubebwa na majina ya wazazi wao. Kama kuna mizigo basi ni hii ambayo umma unaibeba kama makandokando na mabaki ya wazazi wao.
Tumalizie kwa kulaani kitendo cha Nape na wale wanaomtuka kumkosea heshima mzee Warioba. Wanapaswa kushambulia hoja zake na si yeye binafsi kama mwenyekiti wa Tume ya Marekebisho ya Katiba.
